This position is located at VAMC Minneapolis MN, provide all aspects of employee compensation and travel to Veterans Health Administration employees within the Health Care Systems.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-7. At the GS-6 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-7. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds. Major Duties: Provides accurate and timely compensation for Veterans Health Administration employees. Investigates employee compensation related errors or anomalies through analysis. Corrects issues identified through customer service requests or internal audit discovery. Compares data between multiple systems to identify and devise solutions and all aspects of employee pay including tax withholding, direct deposits, union dues, Thrift Savings Plan and allotments are considered. Provides analysis support to the accounting division to resolve compensation transaction issues in the accounting system of record and ensures that Health Care System employee timecards are certified and approved in accordance with VA guidance. Creates training modules to encompass time and attendance system enhancements, new policies and regulations created by congress and settlement agreements. Audits timekeeper timecard records for appropriate posting in accordance with VA Guidance. Conducts pay and leave audits when requested by employees or directed by Veterans Administration Financial Services Center (FSC) Alerts. Plans and carries the successive steps to complete transportation duties and when problems or deviations arise, incumbent assesses the situation, considers options, and then decides the most expeditious route of resolving the issue. Provides cost estimates, formulates the most convenient and economical travel arrangements, prepares itinerary, purchases airline tickets and issues travel authorizations. Advises customers on conditions and requirements under which allowances are payable and provides information on ways to avoid excess cost or misuse of government funds. Perform all duties as assigned. TO QUALIFY FOR THIS POSITION AT THE GS-6 LEVEL YOU MUST MEET THE FOLLOWING CRITERIA: SPECIALIZED EXPERIENCE: Possess at least one (1) year of specialized experience to perform the duties of this position. To be creditable, this experience must have been gained to at least the equivalent of the next lower grade level of (GS-5) in Federal service. Specialized experience includes reviewing transactions for compliance; performing timekeeping duties; gathering data for analysis; and assisting with transportation duties. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. TO QUALIFY FOR THIS POSITION AT THE GS-7 LEVEL YOU MUST MEET THE FOLLOWING CRITERIA: SPECIALIZED EXPERIENCE: Possess at least one (1) year of specialized experience to perform the duties of this position. To be creditable, this experience must have been gained to at least the equivalent of the next lower grade level of (GS-6) in Federal service. Specialized experience is using of accounting, budget, or other financial management regulations, practices, procedures, and policies related to the specific financial management functions (e.g., related fiscal regulations and applicable schedules, pay, and leave rules, administrative rules associated with recording and tracking budgetary transactions, tax laws, entitlement rules, documentation requirements, schedules, deductions, etc.) to ensure compliance and recommend action. You will be rated on the following Competencies as part of the assessment questionnaire for this position: Analytical ReasoningAttention to DetailCustomer Service (Clerical/Technical)Technical Competence IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
