Duties

You will serve as a senior project manager responsible for the project management features of work related to military construction, large special projects and centrally managed programs. You will develop and implement regional policy on Capital Improvements project management issues. You will facilitate information sharing, coordination and distribution of technical data related to project management within the Capital Improvement Business Line. You will render technical decisions on situations, questions and problems relating to scheduling, funding, project coordination, and contract interpretations which could affect the execution of the project. You will review plans and specifications to ensure scope of work conforms with financial authorization and to determine and assure that the bid items provide a range of bids that will provide a usable facility within the funds available.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: You must currently be a licensed Professional Engineer (PE) if applying for the 0801 series. You must be a Registered Architect (RA) if applying for the 0808 series. Your license or registration must be held in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. In addition to the Basic Education Requirements for this position, your resume must also demonstrate at least one year of specialized experience ator equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Coordinating the work of engineering and architectural design managers, construction managers and contract specialists in the development, design and construction of facilities; 2) Developing mitigation strategies or alternatives for areas of risk associated with design and construction; 3) Reviewing architectural and engineering plans and specifications for accuracy, economy of design, practicability and conformance with technical guidance, criteria and good construction practice; 4) Participating as a member of Architectural/Engineering selection boards and providing recommendations for contract awards. Education

For the 0801 General Engineering Series, applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)

OR

Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

For the 0808 Architect series, applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

A bachelor's or higher degree in architecture;

OR

A bachelor's or higher degree in a field related to architecture that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.

OR

A combination of college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. The curriculum for a degree in either architecture or architectural engineering covers function, esthetics, site, structure, economics, mechanical-electrical, and other engineering problems related to the design and construction of buildings primarily (but not exclusively) intended to house human activities OR lacking a degree in architecture, 1 year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture that demonstrates the acquisition of a thorough knowledge of the fundamental principles and theories of professional architecture. (Note - In the absence of college courses, 5 years of such experience is required).
