About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W2H6AA US ARMY WAR COLLEGE. The U.S. Army War College provides graduate-level instruction to senior military officers and civilians to prepare them for senior leadership assignments and responsibilities.
Duties
Serves as the primary staff action officer for Personnel Security, Foreign Disclosure, and International Visits for the G2, U.S. Army War College (USAWC).
Develops, evaluates, maintains, and implements DRU-level policies and procedures in specific areas assigned.
Represents G2, USAWC at meetings/conferences pertaining to the Personnel Security Program, Foreign Disclosure, and International Visits/Accreditation Programs.
Conducts liaison with appropriate federal agencies, DoD, HQDA, and sister organizations to fulfill aspects of responsible security programs.
Makes recommendations and briefs USAWC leadership on security program policies, directives, and implementing guidance.
Reviews, processes, and coordinates Requests for Visit Authorization for official international visits and requests for certification of foreign liaison officers and exchange personnel assigned to the command.
Reviews, processes, and coordinates requests for classified military information and controlled unclassified information from foreign governments.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Two year trial/probationary period may be required.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Must be able to obtain and maintain a Top-Secret security clearance based on a Tier 5 with eligibility for sensitive compartmented information (SCI).
- Performs occasional temporary duty (TDY) travel 10% or less of the time.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.
To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: Experience developing and/or implementing Personnel Security policies and/or procedures AND experience performing two or more of the following: 1) Processing security clearance investigation requests and incident reports; 2) Processing foreign disclosure and/or international visits requests; 3) Providing recommendations and/or advice on a variety of security policies and procedures.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-11).
Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.
