DCSA is seeking a Statistician for the Office of the Chief Financial Officer. You will be responsible for conducting statistical studies and surveys to collect, classify, and evaluate facts which support new business practices, resource allocations, and budget requests. This is an excellent opportunity for those with experience performing a full range of analytical and evaluative tasks using statistical procedures such as regression analysis, sampling techniques, and forecasting/trend analyses.
Duties
As a STATISTICIAN you will be responsible for the following duties:
- Conducts statistical surveys and studies to collect, classify, and evaluate quantitative data in support of new business practices, cost model development, new automation and security policy initiatives, and all strategic business decisions impacting personnel security investigations.
- Participates and/or leads general studies in support of DCSA operations. Propose appropriate methods within cost considerations; apply statistical techniques as appropriate; conduct in-depth data analyses and disseminates analytical results to management.
- Performs the full range of analytical and evaluative tasks using statistical procedures such as regression analysis, sampling techniques, forecasting/trend analyses, analysis of variance and non-parametric statistics in support of workload, manpower and organizational studies.
- Tracks financial activity, provide status reports on budget execution versus projections and identify funding shortfalls.
- Participates and/or leads the development of statistical and analytical models to project short and long range personnel security requirements and associated cost estimates to include policy changes to the DoD. Use statistical computer programs to extract, assemble, and analyze data.
- Recommends changes to programs consistent with assessments of programs and identified vulnerabilities, anticipating needs and probable outcomes of recommendation. Recommendations include new or redefined priorities and objectives, better business practices or use of resources, or improved methods or bases for making strategic decisions.
- Provides analytic advice and consultation to management officials of other organizational staff elements as requested, or when deemed necessary.
- Represents DCSA in a variety of groups, meetings, and conferences internal and external. Establishes and maintains liaison with management officials and colleagues from Military Departments, Defense Agencies and non-defense Federal Agencies and Departments.

Qualifications
This position has a Basic Requirement for the 1530:
Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.
You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-12 in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Collecting relevant data from various sources and formats, manipulating and merging large and numerous data sets to prepare for data analysis; Experience using sophisticated computer software, such as spreadsheet, database and statistical packages to perform techniques such as: simulation, predictions, forecasting, optimization, and sensitivity analysis, to produce informative recommendations and alternative courses of action to leadership; Experience presenting methods, assumptions, analysis techniques and solutions to various levels of leadership in a concise manner.
