This position is located at the Fort Yuma Service Unit located in Winterhaven, CA. The incumbent serves as a Management Analyst for the Finance Department and oversees a full range of contract administrative functions and provides technical assistance. The position will report to the Supervisory Financial Management Specialist.
Duties
Serves as the organization's Management Analyst (Contracting Officer's Representative (COR)) for program functional areas.
Define and coordinate requirements to administer procurements and contract activities to support identified gaps and operational needs.
Maintains contract file system from development, pre-award, post-award, and termination or closure.
Review and analyze contractor deliverables, services, and management reports to verify services deliveries to contracted commitments and for prompt payment, to include use of structured quality surveillance practices and methods to effectively monitor the completeness and timeliness of goods and services.
Provides contract and management personnel with interpretation and explanation of specifications, requirements, and terms and conditions as they relate to the contract.
Qualifications

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
MINIMUM QUALIFICATIONS:
GS-7: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-5 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Basic research experience with analysis and evaluation of work processes and policies, management practices and work operation of service contracts and statements of work performed, invoices and auditing for compliance for payments OR
Education: At least one (1) full year (18 semester hours) of graduate level education demonstrates the knowledge, skills, and abilities necessary to do the work of the position OR
Superior Academic Achievement:
A Bachelor's degree in a field that demonstrates the knowledge, skills, and abilities necessary to do the work of the position with one of the following:
Graduated with at least an overall GPA of 2.95
Graduated with at least a 3.45 GPA in any major or during the last two (2) years of college
Graduated in the top third of the class
Membership in a national scholastic honor society. These honor societies are listed by the Association of College Honor Societies.
Combination of education and experience that when combined fully meet the minimum qualifications for this position. The total percentage equals at least 100 percent to qualify for this GS-07 grade level. To determine if you qualify under this combination first divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education by 18 or by the number of hours your school has determined to represent 1 year of full-time study. Finally, add the two percentages. The total percentage must equal at least 100 percent to qualify. Note: You must provide copies of your graduate transcripts.
GS-9: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-7 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Performing recurring or developmental assignments involving the use of formal advertising or basic negotiation procedures; analyzing contract provisions and recommending termination or modification of purchase orders and/or contracts; investigating complaints by reconstructing and reconciling incomplete information OR
Education: Completed master's or equivalent graduate degree or 2 full years (36 semester hours) of progressively higher-level graduate education leading to such a degree, such education must be in one or a combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management or LL.B. or J.D., if related OR
Combination of education and experience that when combined fully meet the minimum qualifications for this position. The total percentage equals at least 100 percent to qualify for this GS-09 grade level. Only graduate education in excess of one (1) full year (18 semester hours) of graduate level education may be used to quality for positions GS-9. Note: You must provide copies of your graduate transcripts.
Recommended, but not required, to have knowledge, skills and abilities under the requirements of the DHHS Handbook for Federal Acquisition Certification Contracting Officer's Representative for the Federal Acquisition Certification in Contracting Officer's Representative (FAC-COR) Level II.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
You must meet all qualification requirements within 30 days of the closing date of the announcement.
