You will serve as a SAFETY AND OCCUPATIONAL HEALTH SPECIALIST in the Safety and Occupational Health Office of NAVAL AIR STATION FALLON.

Duties

You will enforce safety and occupational health standards according to federal Occupational and Safety Health (OSHA), Department of Defense (DoD), and other installation policy and directives. You will perform risk assessments of hazardous processes and working conditions to determine hazard control techniques that minimize or eliminate unsafe and unhealthful operations. You will prepare technical reports from safety surveys by compiling and analyzing survey data, identifying trends or pertinent safety issues from the data, and composing a written narrative offering recommendations for management to consider. You will create Plan of Action to mitigate identified Occupational Safety and Health/Environmental Safety (OSH/ES) program deficiencies.

• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• Selectee must obtain and maintain a current valid United States driver’s license.
• Must be able to obtain and maintain a Secret security clearance while employed in the subject position. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Developing local standards, guidelines, standard operating procedures and instructions to identify and eliminate or control safety hazards; 2) Analyzing mishap data (maintenance shops, maritime work, military training) to determine origin and develop techniques to prevent or reduce the possibility of mishaps; 3) Analyzing construction standards, practices and techniques, materials, equipment and utilities systems to determine compliance with building safety standards and to develop effective control of work and equipment hazards. GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Inspecting the work environment and identifying hazardous operational condition; 2) Investigating accidents and identifying the cause; 3) Preparing reports of inspection findings and accident investigations (e.g. witness statements, description of property damage, extent of injuries and contributing elements of mishaps and hazardous conditions occurring in the work environment). In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

GS-11 GRADE LEVEL:

I have successfully completed a Ph.D. or equivalent doctoral degree.
OR
I have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.
OR
I have successfully completed an LL.M. degree that is related to the position being filled.
OR
I have a combination of experience and education that equates to one year of experience. Percentage of education plus percentage of experience must equal 100%.

GS-09 GRADE LEVEL:

I have successfully completed a master's or equivalent graduate degree.
OR
I have successfully completed two full years of progressively higher graduate level education leading to a master's degree.
OR
I have obtained an LL.B. or J.D. that is related to the position being filled.
OR
I have a combination of experience and education that equates to one year of experience. Percentage of education plus percentage of experience must equal 100%.
