The position is located in the Diplomatic Pouch and Mail Division, Office of Program Management and Policy, Office of Logistics Management, Bureau of Administration, (A/LM/PMP/DPM), in the U.S. Department of State.
Duties
Manages the Department of State unclassified pouch/mail ground and air transportation programs for the Unclassified Diplomatic Pouch and Mail Branch.
Maintains metrics from mail sorting automation equipment, provides analysis and recommendations to ensure efficient pouching and dispatch schedules.
Performs supervisory duties over subordinate employees.
Provides assistance to the Diplomatic Pouch and Mail Division (DPM) Traffic Manager regarding the proper planning of unclassified pouch mail routes to posts worldwide.
Evaluates the effectiveness of chosen freight forwarders, air carriers and routes in coordination with customer posts to ensure the timely delivery of pouches with minimal misrouting by air carriers.
Requirements
- Incumbent will be subject to random drug testing.
- U.S. Citizenship is required.
- One year probationary period, unless excepted by regulation.
- Must be able to obtain and maintain a Top Secret security clearance.
- This is a supervisory position.
- New supervisors must successfully complete a 1 year probationary period.
Qualifications

Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience providing oversight of ground transportation of pouches and mail from one location to another.
Experience managing dispatch schedules and monitor mail volumes.
There is no substitute of education for specialized experience for the GS-13 position.
In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:
Ability to assign, review, and supervise the work of others;
Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;
Ability to adjust to change, work pressures, or difficult situations without undue stress;
Willingness to consider new ideas or divergent points of view; and
Capacity to "see the job through."
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
