This position is located in the Department of Homeland Security (DHS), U.S. Coast Guard, LANTAREA, CGD NINE, SECTOR SAULT STE MARIE (D9) in Sault Ste Marie, MI.
Duties
Serves as the Vessel Traffic Service (VTS) Director and is a key member of the Vessel Traffic Center (VTC) management team in planning, developing and implementing vessel traffic management activities.Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:- Provides guidance and advice to Coast Guard, other Federal agencies, state, regional and local governments and maritime organizations, with respect to vessel traffic management issues.- Recommends change to national administrative policies, procedures and regulations.- Advises and provides formal briefings and presentations to senior Coast Guard staff on noteworthy issues involving the Vessel Traffic Services as directed by the Sector Commander.- Provides technical guidance and advice to Coast Guard District Offices. Guidance requires extensive interpretation for many different and unrelated program processes and methods, such as interpretations of original legislative or judicial intent and advice on revisions to existing policies and programs to meet requirements.- Recommends long-range program plans, goals, objectives and milestones, which serve as the basis for substantive changes in the organization and administration of programs affecting large numbers of people.- Researches, develops and implements local VTS policy and procedures for VTS.
Requirements
- U.S. Citizenship is required.
- This position requires a Background Investigation(BI).
- The applicant is subject to pre-appointment and random drug testing.
- The position requires a valid state driver's license.
Qualifications
Applicants must have at least one full year of experience equivalent to the GS-12 level if in the Federal service demonstrating leadership and management providing macro-level direction to a large and diverse work group; experience evaluating work performance and recommending personnel actions for subordinates. The following are examples of qualifying professional maritime experience: operation under USCG Mariner's license; application of Federal, State, and municipal regulations governing the use of maritime vessels; training, coordinating and evaluating the performance of operations centers; advanced computer and communications technology experience; Developing policy and overseeing the management of a vessel traffic center; Researching, developing and implementing VTS policies, procedures and regulations while providing guidance and advice to federal, state, and local governments and maritime organizations with respect to vessel traffic and waterways management issues; Implementing national vessel traffic service policies, procedures and regulations; Complex understanding of Domestic Icebreaking Operations.Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
