This National Guard position is for a ATTORNEY-ADVISER (GENERAL), Position Description Number T5915900 and is part of the JOINT FORCE HEADQUARTERS, National Guard.

Duties
As an Attorney-Adviser (General), GS-0905-14, you will serve as the full-time professional legal adviser and support to the Adjutant General, the Commander of federally recognized Army and Air National Guards, and state/territory unique public defense or safety structures. Also, serves as the principle professional legal adviser to the United States Property and Fiscal Officer (USPFO), state/territory National Guard senior leadership, state/territory National Guard directorates, and subordinate National Guard commanded units or state/territory level divisions.
Requirements

- The employee must obtain and maintain a Secret clearance within one year of appointment.
- This position requires the employee to frequently travel away from the normal duty station on military and commercial aircraft.
- Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- The employee is required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
- The employee may be recalled to duty.
- This position requires employee to occasionally work under adverse environmental conditions.
- Incumbent must be an active member of the bar in good standing in any State, territory of the United States, or the District of Columbia.
Qualifications
The position under this announcement is being filled using the National Guard Accelerated Hiring Authority (NG AHA). Selection will be made through a process without applying traditional competitive rating and ranking procedures and where interviews may be optional. Veteran's Preference does NOT apply. Merit factors shall be the basis for selection. Merit factors are determined by the individuals' ability to perform the duties of the position. Merit is based on such factors as previous work experience, education, abilities, and competencies. In order to be referred, applicant must meet all general, specialized and educational requirements of the position. Selection certificate may be limited to best qualified applicants.
GENERAL EXPERIENCE: Attorneys may prepare drafts of pleadings and motions in connection with cases in litigation. They may conduct investigations to obtain facts, study legal precedents, and prepare recommendations. They may assist attorneys in charge of court cases by cross-examining witnesses and by drafting findings of fact, conclusions of law, and orders based upon the record.
SPECIALIZED EXPERIENCE: Assignments require the first professional law degree (LL.B. or J.D.) and, for assignment within the Department of Defense, OGC, or DLSA, active membership in the bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. The Military Departments may also extend the requirement for active bar membership to assignment of civilian attorneys within their respective Departments. In addition, the attorney shall have professional legal experience in excess of 3 years that is commensurate with the duties and responsibilities of the position. Attorney-Advisors at his grade level expected to perform with substantial independence even when working on the most complex or difficult matters.
