About the Position: You will serve as a Management and Program Analyst for the Memphis District with primary support to the Programs and Project Management Division (PPMD) within the Project Management Branch and Memphis District. The PPMD provides the Project Management Business Process leadership for the complex, multi-faceted missions including Civil Works, Engineering, Construction, & Environmental Restoration; Real Estate; and Civil Works Operations.

Duties

Develop current and future civil works study and / or project cost estimates. Evaluate activities for achievement of operation objectives and goals. Input pertinent information into software format suitable for management review. Provide regular projects reports to management on forecasts-to-complete and cash flow projections. Recommend revision to budget estimates. Identify at-risk projects early enough to take action. Prepare justification materials for study/project cost estimates for request for agency appropriations.

  • THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 USC, section 1599d.
  • Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.
  • This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
  • This is not a full-time remote position. The duty station is Memphis, TN. There may be an opportunity to telework a portion of the work week.

Specialized Experience: One year of specialized experience, which includes 1) managing disparate information sources into a cohesive form for staff actions; 2) collaborating in developing 3 year program income and workload projections; 3) retrieving data from financial and project management information databases for reports and budget justifications; AND 4) composing a variety of data reports for common and recurring requirements, such as cost analysis, manpower, and project performance data reports. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
