Vacancies will be filled in the following specialty areas:
Human Capital Office, Office of Human Resources Strategy, Enterprise Talent Development
The following are the duties of this position at the full working level.
Works with higher-graded specialist in developing guidelines, instructional methods, course materials, training aids, and new or improved applications in the fields of educational technology and e-learning. Promotes innovative methods/technologies/approaches in areas where traditional methods have been ineffective or not applicable. Stays current with state-of-the-art developments and trends in the area of eLearning course development and presentation.
Works with higher graded specialist to monitor web site content to ensure it remains current and accurate, and ensures site references provide the expected navigation through the Web.
Works with higher-graded specialist to identify system complaints, resolves basic problems in relation to web design, and coordinates with Information Systems for resolution.
Works with higher-graded specialist to develop simple segments of selected computer-based surveys, marketing instruments, and discussion forums for assessing training needs and evaluating customer satisfaction.
Performs other duties as assigned. Employees in this position are responsible for managing blended and eLearning projects/programs; designing, developing, testing, and implementing educational products and services to improve employee performance and future skills.
If this position has promotion potential and you are selected at a grade level lower than the full working level, you may be non-competitively promoted to more complex duties and work more independently, as your career progresses. For example, you may be hired as a GS-05, but if the position has promotion potential to GS-11, then you can move from a GS-05 to a GS-11 in as little as three years. Promotions are not automatic, and may occur after you have:
met time-in-grade requirements;
performed at an acceptable level of competence; and
demonstrated your ability to perform work at the next higher grade level.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.

BASIC REQUIREMENT :
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
QUALIFICATION REQUIREMENTS:GS-5 QUALIFICATIONS: You must have three (3) years of general experience, one (1) year of which was equivalent to a level of difficulty and responsibility equivalent to the GS-04 grade level in the Federal service. General experience includes: Experience analyzing problems to identify significant factors, gather pertinent data, and recognize solutions. Experience planning and organizing work and communicating orally and in writing. Such experience may have been gained in administrative, professional, technical, investigative, or other responsible work. Experience in substantive and relevant secretarial, clerical, or other responsible work may be qualifying as long as it provided evidence of the knowledge, skills, and abilities necessary to perform the duties of the position to be filled. Trades or crafts experience appropriate to the position to be filled may be creditable for some positions.
OR you may qualify based on education as follows: A four-year course of study in any field leading to a bachelor's or higher degree, from an accredited college or university.
OR you may qualify with an equivalent combination of qualifying experience and education.
GS-7 QUALIFICATIONS: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience includes: Experience with instructional methods and communication techniques to present and deliver training; experience with various data formatting and presentation techniques; experience with converting regulatory and procedural language into readily understandable terms. Experience with training systems and computer-assisted training applications sufficient to provide technology-assisted training support.
OR You may substitute education for specialized experience as follows: At least one (1) full academic year of graduate education in a field of study that demonstrated the knowledge, skills and abilities necessary to do the work of this position.
ORSuperior Academic Achievement may be met by having a Bachelors degree, with one of the following: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last 2 years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last 2 years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies. Note: Grade point averages should be rounded to one decimal point. For example, 2.95 is rounded to 3.0, and 2.94 is rounded to 2.9. If more than 10 percent of your undergraduate course work (credit hours) was taken on a pass/fail or similar basis, your claim must be based on class standing or membership in an Honor Society.
ORyou may qualify with an equivalent combination of qualifying experience and education.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens".
