This position is located in the administrative offices of the Medical Specialty Service Line and only open to employees of that Service Line.
Duties
The incumbent provides the MSSL with responsible services related to administrative operations, personnel, and procurement. He/She assists the Service Line Section Chiefs and Administrative Officer in managing the administration to include personnel/payroll, operations, information technology and automated systems, and is responsible for the reliability and functioning of all assigned section office equipment. Duties include but are not limited to:
Develops, updates, implements, and evaluates the orientation of new clerical/program support personnel, including instruction on proper format for correspondence and assigned sections' policy and procedures.
Reviews documents prepared for signature of, or requiring coordination by, the assigned section's Section Chief and/or SL chief.
Serves as the records manager for the assigned MSSL section.
Research and/or analyzes problems, issues, or program requirements related to patient care programs and activities of the assigned section within MSSL.
Assists the section chiefs in formulating, presenting, and executing sections needs and costs.
Establishes protocols for incoming data, organizes computerized data sets, and retrieves computerized data.
Performs a basic analysis of the data and generates a variety of reports.
Develops and prepares documents and correspondence using various computer programs. Documents consists of graphs, spreadsheets, tables, and narrative material.
Plans and/or accomplishes special projects; Uses standard approaches to perform a variety of duties related to special projects involving administrative or support issues.
Assists the section chief in providing position management advice and recommendations to the Service Chief on distribution of workload among positions and sections and the skill set or categories of employees needed to do the work.
Serves as the ADP Coordinator for the assigned MSSL section; This includes serving as the point of contact for all matters relating to automated systems within assigned MSSL section.
Develops proposals to merge or establish new organizational units within an existing organization for the purpose of improving workforce distribution, position management structures, efficiency, effectiveness, or productivity.
Work Schedule: Monday - Friday, 7:30am-4:00pm. Subject to change based on Agency
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/15/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Performs analysis that focuses on the way that a system's constituent parts interrelate and how systems work over time and within the context of larger systems; Knowledge of planning, coordination and execution of business functions, resource allocation and production and Uses logic and reasoning to identify the strength and weaknesses of alternative solutions, conclusions and approaches to problems.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., if related. Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond master's or equivalent graduate degree or 2 full years of progressively higher level graduate.

Physical Requirements: The work is sedentary in nature. Manual dexterity is required in operation of a personal computer. The work sometimes requires walking, standing, bending, lifting or carrying light items.
