This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position is with the Directorate of Public Works, Operations & Maintenance Division, Building & Ground at JBLM, WA.

Duties

Operate large, complex riding mowers with independently controlled cutting decks, hydraulic dump system and/or power flow material collection system. Use a gas-powered trimmer to trim grass around buildings, sidewalks, trees, and shrubs. Police buildings, grounds, and lake areas pick up trash and debris, pulls weeds, waters grass, and flower beds and rakes leaves. Operate up to 1-ton pick-up truck to transport materials such as beauty bark and topsoil in and around the installation. Use a high-powered pressure washer for cleaning sidewalks, building exteriors, and other facilities.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • Must be able to lift up to 50 lbs. during the course of daily duties.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.

Qualifications

Who May Apply: US Citizens Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision. Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Laborer ~ without more than normal supervision. I have the ability to perform common Laborer duties to include clearing trees and vegetation using handsaws, shovels, picks or clippers; ability to trim grass and ivy with a power edger. I work under close supervision of a work leader or journey-level employee who observe tasks in progress and upon completion to make sure they are properly performed - Failure to meet this Screen out Element will result in an ineligible rating. Physical Efforts- Work requires considerable standing, walking, bending, stooping and other awkward and uncomfortable positions. Frequently lifts, moves and carries items up to 50 pounds and occasionally lifts and carries heavier items. Frequently pushes heavy equipment and other material. Working Conditions - Works outside, exposed to hot and cold temperatures, bad weather, dirt, drafts, noise, grease and fumes. Subject to minor injuries such as cuts, scrapes, bruises, strains, insect bites and stings and occasionally more serious injuries such as broken bones and severe cuts from flying debris or collisions. As required, uses safety equipment and clothing such as ear protectors, safety glasses and shoes.

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
