This position is located on a National Forest within Regions 1, 2, 3, or 4.
The incumbent collaborates with Staff Officers, District Rangers, and resource specialists in the planning, formulation, and establishment of Forest-wide resource management policies and programs to successfully integrate the natural resource and recreation programs for long-term land management planning.

Duties
Duties listed are at the full performance level, GS-12.
Provides support and facilitates an interdisciplinary approach for long-range resource management action plans and short-range operating programs.
Collaborates with Staff and Line Officers in the formulation and establishment of Forest-wide natural resource management policies and programs.
Evaluates statements prepared by others of proposed actions to ensure that the intent of the National Environmental Policy Act (NEPA) is met.
Independently evaluates and coordinates complex partnership proposals and collaborative programs and projects that require the adaptation of established guides and procedures for support of Forest projects, targets, and programs.
Organizes, coordinates, implements, and facilitates effective meetings, workshops, field trips, or other forums which foster employee and public participation.
Analyzes public reaction and recommends methods of minimizing misconceptions and improving understanding of Regional direction.
Participates in the evaluation of the effectiveness of the issue management program and implements improvements.
Identifies, analyzes, and recommends schedules and priorities within the Forest Recreation Program.
Develops cooperative funding projects with other agencies and individuals; develops participating agreements, challenge cost share agreements, memoranda of understanding; and cooperative agreements with organizations and other partners.

Basic Requirement:
For the GS-0101 occupational series; Social Scientist:
Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in behavioral or social science; or related disciplines appropriate to the position.
OR
Combination of education and experience -- that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
OR
Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
For the GS-0401 occupational series; Land Management Planner:
Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
Combination of education and experience that included course work equivalent to a major (i.e., 24 semester hours) in biological sciences, agriculture, natural resource management, chemistry, or a discipline closely related to biology, plus appropriate experience or additional education.
In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below.
Specialized Experience Requirement:
For the GS-11 grade level: You must have one-year specialized experience equivalent to the GS-09 grade level in the Federal service. Specialized experience is defined as the following: Served as a consultant to the management team in the development, protection, conservation, and utilization of natural resources impacted by land management planning activities; and/or Coordinated work with planning managers involving the development of individual land management unit plans, and the integration of long-range functional resource plans into cohesive land and resource management plans; and/or coordinated complex collaborative programs and projects that require the adaptation of established procedures for specific issues; and/or coordinated, implemented and facilitated effective meetings, workshops, field trips, or other forums which foster public participation.OR 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree (coursework is directly related to position being filled) OR an appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.) The education was obtained in an accredited college or university and demonstrates the knowledge, skills, and abilities necessary to do the work of the position being filled.
For the GS-12 grade level: You must have one-year specialized experience equivalent to the GS-11 grade level in the Federal service. Specialized experience is defined as the following: Built and maintained relationships with employees of federal and state governments, stakeholders and private organizations; Developed materials to communicate the intent and importance of natural resource programs; Assisted in planning, development and management of strategic plans and accomplishments of a natural resource program; Identified problem areas and made recommendations to resolve these program issues; and conducted routine environmental studies and evaluations and developed environmental analysis reports linking a variety of resources, such as recreation, special uses, facilities, and travel management. There is no substitution for education for the GS-12 grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
