The primary purpose of this position is serve as an environmental protection specialist with project management, execution, and operations responsibility in hazardous waste management.

Duties

Provides extensive environmental expertise to support hazardous waste program environmental projects through application of knowledge and skill in environmental protection specialist practices, processes and techniques. Provides guidance on environmental matters and in conjunction with environmental engineers, works on development of environmental compliance policies and procedures. Ensures proper containerization, sampling, and characterization of waste streams. Responsible for ensuring containers supplied for waste streams are proper Department of Transportation (DOT) approved shipping containers compatible with the waste. Provides training and advisory services for issues and projects in the hazardous waste area. Serves as a technical consultant to public affairs on media relations involving assigned projects. Responsible for executing assigned projects, in-house and by contract, to comply with all applicable Federal, state, and local environmental laws and policies. Assists program manager with financial and budget execution for waste containers, sampling supplies, and waste sample costs. Complies with security, environmental, safety, and occupational health (ESOH) rules and procedures and performs work that enhances the security and safety of the work environment.

  • The work requires the incumbent to obtain and maintain the appropriate security clearance.
  • This position is subject to provisions of the DoD Priority Placement Program.
  • This is a Testing Designated Position. The employee is subject to random drug testing.
  • Work may require occasionally require travel away from the normal duty station on military or commercial aircraft.
  • The work may require the employee to drive a motor vehicle. An appropriate driver's license may be required for the position.
  • May be required to obtain job-related certifications such as HAZWOPER, DOT, HAZWASTE, and/or Flight line Driver's Training.
  • Disclosure of Political Appointments.
  • May be required to serve as a member of the Emergency Response Force during exercises or in the event of an actual emergency.
  • Position is designated as Key position. Incumbents must be removed from their military recall status if alternatives for filling the position during an emergency are not available.
  • Performs other duties as assigned.
  • The work requires regular and recurring physical exertion such as prolonged standing, bending, stooping and climbing to observe work operations and identify leaking containers in a treatment, storage, or disposal area.
  • During site inspections, there may be exposure to noise, particulate matter, machinery, water, soil or air under treatment containing chemicals, bacteria and toxic particulates, and concentrated wastes from the treatment or cleaning process.

Qualifications

SPECIALIZED EXPERIENCE GS-09: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes using the knowledge of concepts, principles, procedures, regulations, laws, and instructions applicable to environmental protection; provides technical and functional assistance to the supervisor in regards to making decisions pertaining to environmental protection; possesses the technical competencies to perform functional position requirements in environmental protection; prepares and/or executes programs, policies, procedures and activities in environmental protection. OR EDUCATION: Applicants must have completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position]. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS GS-9: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-7 level is required to meet the time-in-grade requirements for the GS-9 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. SPECIALIZED EXPERIENCE GS-11: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-9, or equivalent in other pay systems. Examples of specialized experience includes advanced knowledge and abilities applicable to a wide range of environmental duties; and the skill to modify standard practices and adapt equipment or techniques to solve a variety of problems; adapt precedents or make significant departures from previous approaches to similar projects to provide for the specialized requirements of projects; and apply standard practices of related engineering disciplines as they relate to environmental functions. Knowledge of applicable Federal, State, and local environmental laws, regulations, and other guidance to make decisions and recommendations concerning assigned restoration, compliance, conservation, pollution prevention, and/or integration principles and practices. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Applicants must possess a have Ph.D. Degree or equivalent graduate degree in a directly related field of study or completed 3 full years of progressively higher level graduate education in a directly related field of study leading to such a degree. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of environmental principles, practices, techniques, and procedures to effectively perform project development, execution, training, and advisory services in assigned projects. Knowledge to troubleshoot environmental problems requiring investigation of unsanitary or questionable conditions in assigned project. Basic Chemistry knowledge that equips employee to do basic interpretation and accurate documentation of laboratory waste sample results and ensure containerized wastes are compatible. Knowledge of applicable Federal, State, and local laws, regulations, and other guidance to make decisions and recommendations concerning assigned restoration, compliance, conservation, pollution prevention, and/or integration principles and practices. Ability to establish effective working relationships with others. Ability to communicate effectively, both orally and in writing, clearly, concisely, and with technical accuracy. Knowledge of word processing automation software functions to support office operations and produce a variety of textual documents, such as letters, reports, memos, and form letters. Knowledge of basic principles of the Environmental Protection or related field. Ability to learn basic techniques of the Environmental Protection. Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions. Ability to plan and organize work, and consult effectively with co-workers. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
