This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Financial Management(OFM), Division of Medicare Debt Resolution.
As a Supervisory Health Insurance Specialist, GS-0107-14, you will share with the Director, the responsibility for planning and directing the development and settlement of matters related to the collection of Medicare debts from distressed health care providers, insurers and beneficiaries.
Duties
The incumbent plans and schedules work to be accomplished by subordinates; sets and adjusts long and short-term priorities.
Develops global settlements and financial settlement agreements, as well as compromise agreements, to address Medicare over payment and underpayments.
Performs and manages the negotiation and resolution of debts owed to the Medicare program through established approaches, including but not limited to, global resolutions and administrative agreements.
Manages the creation, development, implementation and maintenance of a system to track and monitor proposed and established global resolutions and settlement agreements.
The incumbent leads projects and teams that coordinate with Medicare Administrator Contractors (MACs), as well as internal and external components, to creatively use compromise authority to address overpayment and/or underpayment issues.

In order to qualify for the GS-14 , you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include:
1.) Developing settlement agreements for the collection of national health insurance debts; and; 2) Developing national health insurance debt resolution operational procedures; and; 3) Resolving payment discrepancies, such as over and underpayments, for a national health insurance program.
(There is no substitution of education at the GS-14 grade level.)
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
