About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the 7th Signal Command (Theater), 106th Signal Brigade, USA NTWK ENT CTR (Ft. Bliss) Services Management Division, located at Fort Bliss, TX.

Duties

Ensures that the periodic reinvestigations are accomplished in a timely manner; conducts preliminary interviews for those applying for clearances; controls access to classified information; and monitors facilities. Responsible for ensuring compliance with established Army regulations, policies and procedures. Based on a thorough review of case files, makes favorable determinations or and prepares Letters of Intent to deny/revoke access/security clearance. Serves as the security officer for all visits to command facilities and processes. Determines the need to waive personnel security and investigative standards, and/or under what circumstances specific waivers can be justified. Identifies security controls for Force Protection/Counter Terrorism to assure maximum protection, and in the areas of information, personnel, equipment, and facilities. Makes recommendations regarding Risk Management Framework (RMF) and Cyber Command Readiness Inspection (CCRI) programs.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be able to obtain and maintain a TOP SECRET clearance based on a Single Scope Background Investigation (SSBI) and eligible for access to Sensitive Compartmented Information (SCI).
  • Occasional shift work, holiday work, and compensated overtime required.
  • This position may require the employee to the work on work-related issues outside of duty hours.
  • This position requires the incumbent obtain the following core SPeD Certification: Security Fundamentals Professional Certification (SFPC) within their first two years of employment.

Specialized experience is defined as experience utilizing two or more of the following disciplines, Communications Security (COMSEC), Personnel Security (PERSEC), Information Security (INFOSEC) and/or Physical Security (PHYSEC); AND conducting Cyber Command Readiness Inspections (CCRI) for an organization. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-11). You will be evaluated on the basis of your level of competency in the following areas: Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.
