This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) and Major Range and Test Facilities Base (MRTFB) to recruit and appoint qualified candidates to positions in the competitive service.
Duties
Responsible for the Packaging, Hazardous Materials, and Transportability Program.
Subject Matter Expert in the areas of packaging, storage, hazardous materials, and domestic and international standards.
Provide US Government and Head of Delegation representation to multi-national NATO groups representing US government interests and positions in the development of international agreements.
Responsible for planning, organizing, and directing division operations which include establishing requirements related to packaging, international/domestic standardization, transportation, and hazardous materials.
Track progress and quality of contractors' performance. Decide on the acceptability, rejection, or correction of work products or services provided by contractors.
Conduct specific studies and projects to determine the effectiveness and need for improvement in the programs related to packaging and/or supply operations.
Perform supervisory duties such as assigning work to subordinates; establishing performance standards to evaluate employees' performance; identifying employees' developmental and training needs; and resolving complaints and grievances.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- Occasional business travel is required.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

Specialized Experience: One year of specialized experience which includes: (1) Planning, organizing, and/or directing operations related to the establishment of packaging requirements, and/or care of supplies in storage (COSIS) for military assets; (2) Planning, organizing, and/or directing operations including international/domestic standardization, and/or the transportation of hazardous materials; (3) Deciding on acceptability, rejection, or correction of work products or services provided by contractors; (4) Conducting studies and/or projects to determine the effectiveness and/or need for improvement in the programs related to packaging and/or supply operations; and (5) Leading and/or mentoring personnel. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service (GS-13).
