This position is located in USCIS Fraud Detection and National Security Division, District 42, FDNS San Francisco CA. As an Supervisory Immigration Officer, you will hone and develop strategies in regards to immigration laws, regulations, policies, and programs that administer benefits to detect, deter and eliminate immigration benefit fraud which pose a threat to national security and public safety. Provide data-driven anti-fraud and national security program guidance to USCIS operations.

Duties

Serve as the FDNS District Chief with oversight over multiple field offices Provide direction, set priorities, monitor workload and quality, and conduct major program and case oversight to the FDNS field offices or the District. Direct FDNS staff in the conduct of systematic comprehensive reviews of application types to determine fraud trends and vulnerabilities in the adjudication process and identification of potential threats to national security and public safety. Perform administrative and human resource management functions and develop performance appraisals and work improvement plans, provide advice and counsel to personnel, and provide periodic evaluations of employee performance. Provide briefings to senior leaders where there is significant national security, public safety, benefit fraud, and/or law enforcement/intelligence attention. Brief officials and external entities on the current status of initiatives and represent the District and FDNS in developing and implementing national and procedural programs. Qualifications

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 03/13/2024. Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 03/13/2024. GS-15: You qualify at the GS-15 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-14 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Overseeing and directing the development of anti-fraud, national security, and public safety policies and operating procedures. Providing technical and administrative supervision to a staff of officers engaged in programs applying the Immigration and Nationality Act (e.g., Adjudications, Inspections, Investigations, and Border Protection). Participating in inter- and/or intra-agency meetings, discussions, and work groups (e.g. Department of State, intelligence community, law enforcement entities) to enhance FDNS goals and objectives. Developing and implementing antifraud and national security goals and objectives. Providing briefings to senior officials and/or congressional offices on the current status of initiatives related to immigration programs. Conducting liaison with law enforcement, national security representatives, and other government officials. EDUCATIONAL SUBSTITUTION: There is no educational substitution at this grade level.

The Fraud Detection and National Security Directorate (FDNS) was established within USCIS to strengthen national security and the integrity of the country's legal immigration system by closely aligning the adjudication of immigration benefits and services with the identification of potential threats to national security and/or public safety, the detection and deterrence of fraud, and the use of law enforcement and intelligence information to ensure optimal security for U.S. communities. FDNS systematically identifies updates, and records indicators of fraudulent activities; manages fraud cases; identifies vulnerabilities and other weaknesses that compromise the integrity of the legal immigration system; and coordinates and provides logistical support in law enforcement and national security matters. FDNS is the primary conduit for information sharing and collaboration with law enforcement and intelligence agencies.

Training: If you have not already done so, you will be required to attend the residential, paid FDNS Officer Basic Training course. Additionally, if you have not already done so, you will be required to attend the residential, paid USCIS BASIC Officer training program, lasting six weeks, at a USCIS training facility. Both trainings must be successfully completed according to the standards of the agency. Failure to do so will be grounds for mandatory removal from the position. Such failure will result in either reassignment to a different position, demotion or separation by appropriate procedures. The selectee will also be required to attend and pass a supervisory training course as required by the agency (if not previously attended). Failure to attend or pass the supervisory course will be grounds for mandatory removal from the position.
