This position is located in a USDA Natural Resources Conservation Service state, area, or field office. The incumbent assists the Conservation District(s) (CD) within the managerial unit, consisting of at least one county or district, in the development of a comprehensive natural resources conservation program.

Duties

Responsible for the overall management of agricultural resources, the formulation and implementation of soil and water conservation plans for all outgrants, and providing guidance and assistance to landowners. Work with landowners on collection and analysis to identify problems, determine objectives, inventory resources, and analyze resources. Partner with the state conservation partnership to provide long-term commitment to the local, state and federal government conservation delivery system to help private landowners, communities and others conserve natural resources within the state. Responsible for supervision of federal employees. Independently ensures quality and quantity of work, reviews work of subordinates and accepts, revises, or rejects work. Sets performance standards and evaluates performance for subordinates.

• Subject to one-year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Of the 12 semester hours, a minimum of 3 semester hours must have been in soils and 3 semester hours in crops or plant science. (You must submit transcripts.); OR Combination of Education and Experience: At least 30 semester hours in one or more of the disciplines as shown above, including at least 12 semester hours in a combination of soils and crops or plant science, plus appropriate experience or additional education. Of the 12 semester hours, a minimum of 3 semester hours must have been in soils and 3 semester hours in crops or plant science. The quality of the combination of education and experience must be sufficient to demonstrate that the applicant possesses the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field. In addition to courses in the major and related fields, a typical college degree would have included courses that involved analysis, writing, critical thinking, research, etc. These courses would have provided an applicant with skills and abilities sufficient to perform progressively more responsible work in the occupation. Therefore, creditable experience should have demonstrated similarly appropriate skills or abilities needed to perform the work of the occupation. (You must submit transcripts.) In addition to meeting one of the Basic Requirements listed above, applicants must meet the following Minimum Qualifications Requirement in order to be considered: To qualify at the GS-11 grade level, you must meet the following: Specialized Experience: One or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-9 grade level in the Federal service, performing the following duties: Working with landowners to develop, maintain and implement conservation plans; Collaborating with landowners to address natural resources concerns; and Interpreting land use potential and deficiencies. OR Education: Must have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree in soil conservation or related agricultural or natural resource discipline such as agronomy, soil science, forestry, agricultural education, or agricultural engineering. (You MUST submit supporting academic transcripts.) OR Combination: Combination of the above described education and specialized experience such that they total 100% when combined. To determine your combination, first compute your experience as a percentage of the experience listed above; then determine your education as a percentage of the education listed above; then add the two percentages. The total percentages must equal at least 100 percent. (Only graduate level education in excess of two years (36 semester hours) may be combined with specialized experience.
