The IT Specialist (ISSO) is located within the Department of Homeland Security (DHS), Office of Intelligence and Analysis (I&A), Office of Technology and Data Services (OTDS), Cybersecurity Division (CSD), Security Management Branch (SMB).

Duties

The IT Specialist (ISSO) reports to the IT Specialist Supervisory (Cloud ISSM) and serves as the principal advisor to the Information System Owner (SO), Business Process Owner, and the Chief Information Security Officer (CISO)/Information System Security Manager (ISSM) on all matters, technical and otherwise, involving the security of an information system. ISSOs are responsible for ensuring the implementation and maintenance of security controls in accordance with the Security Plan (SP) and Department of Homeland Security (DHS) policies. ISSOs provides guidance, oversight, and expertise, as well as coordinate, facilitate, or otherwise ensure certain activities are being performed. Duties Include:

Requirements

  • Must be able to hold a TS/SCI Security Clearance.
  • Must be a U.S. Citizen.
  • This is a Testing Designated Position (TDP) and is covered by the Department of Homeland Security Headquarters Drug-Free Workplace Program.
  • Overtime may be required in response to a significant event.
  • Occasional Travel - Overnight travel may be required.
  • Employee may be deemed an essential employee and may perform “exempt” activities during a lapse in government appropriations.

Qualifications

Specialized Experience: To qualify for the GS-13 level, you must possess at least one year of specialized experience, equivalent to the GS-12 level in the Federal service, or comparable experience not gained through Federal service, in applying new technical practices to cybersecurity operations where precedents do not exist; assessing programs to determine where improvements in efficiencies and operations could be made; planning and implementing new operational cybersecurity programs; and providing managerial/administrative/technical leadership to the functions of the Chief Information Security Officer (CISO). (Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible.) You must have one year of specialized experience that has provided the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position. In addition to the specialized experience described above, you must have related experience in each of the competencies listed below which must be supported by the information contained in your resume and other application materials: Knowledge of the laws, policies, and regulations of the Information/Cybersecurity field such as FISMA, NIST, CNSSI and the Office of Management and Budget (OMB) Knowledge of Cloud Architecture, Cloud Infrastructure and Cloud Security Concepts Knowledge of IT Security, Cybersecurity, and Information Assurance concepts, practices, and procedures, program evaluation techniques, and an understanding of the internal and external control structure in order to perform a variety of IT Security program management assessments, and evaluations. Knowledge and demonstrated experience in using various cybersecurity and information assurance techniques, methods and procedures for assessing the security posture of systems, networks, and data under the authority of the CIO office.

Substitution of education in lieu of specialized experience may not be used for this grade level.
