You will serve as a SUPERVISORY SECURITY OFFICER in the OPNAV Organization, Resources and Management Division (DNS-3) of IMMEDIATE OFC OF CHIEF OF NVL OPS.
Duties
You will analyze work requirements, establish schedules and priorities and directs activities among security coordinators and subordinate sections.
You will develop and direct staff studies and prepare special reports to advise command and senior management officials of the status of security program.
You will ensure that contractors are cleared to level required to contract performance, have required special access authorizations and stowage capability.
You will ensure that all Treaty material is received, disseminated, reproduced, destroyed, retained, and transmitted in accordance with foreign treaty and national policies.
You will review requests for clearances, interview nominees, and apply agency regulations regarding the type of security check needed.
Requirements

- Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
- Males born after 12-31-59 must be registered for Selective Service.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- MSP/PPP applicants must currently hold the required security clearance.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience includes duties related to the following:
1.) Understanding personnel, industrial, information, and physical security/investigative EOs as well as DOD (Department of Defense), OPM (Office of Personnel Management), and Navy security regulations, instructions and procedures;
2.) Managing civilian employees to include experience rating, rewarding, promoting, hiring, and disciplining civilian employees. Experience with Navy telework policy; experience managing civilians in a telework environment;
3.) Demonstrating knowledge of current command internal security problems and command structure and operations for which security protection is provided or controlled;
4.) Navigating the organization of OPNAV (Office of the Chief of Naval Operations) and Navy Secretariat.
