This position is located at the Kayenta Health Center, Laboratory Branch, Kayenta, AZ. The purpose of this position is to provide direct clerical, technical and administrative support to the Send-Out/Phlebotomy and Waived Testing departmental area. The incumbent reports to the Supervisory Clinical Laboratory Scientist.
Duties
Provides oral instruction and hands-on training to new employees who will be performing phlebotomy procedures in the laboratory or other departments with the facility following standards/policies/regulations.
Provides oral instructions on send out protocols to new employees to ensure reference laboratory samples are processed correctly in accordance with reference specimen guidelines.
Receives reference lab requests in reference laboratory computer.
Enters and verifies test results from reference laboratory laboratories; follows up and takes corrective action for missing laboratory reports; missing or unacceptable samples or any inquiries regarding reference lab samples.
Performs weekly or monthly inventory of send out phlebotomy supplies; orders supplies following laboratory protocols.
Receives patients and enters patient lab requisition into database; reviews patient lab orders in the electronic health record.
Performs patient phlebotomy using proper phlebotomy techniques and ensures correct specimens are collected for testing.
Performs waived lab testing following laboratory guidelines, including performance of quality control applications and maintenance procedures.
Qualifications

Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:
MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:
For GS-05: One (1) year of specialized experience equivalent to at least the GS-04 grade level OR four (4) year course of study above high school leading to a bachelor's degree with courses related to the occupation.
For GS-06: One (1) year of specialized experience equivalent to at least to the GS-05 grade level.
GS-5: Specialized Experience (for positions at GS-4 and above): Positions in this series range widely in type and include support duties to medical or health personnel such as audiologists, speech pathologists, medical officers, and optometrists. Therefore, technician experience is experience that required application of the knowledge, methods, and techniques of the position to be filled. Examples of specialized experience is the ability to read, write and understand basic terminology and understand aspects of biological sciences. Ability to apply standardize body of rules, procedures or operation applied to clerical assignments and procedural work of the office. Ability to perform proper phlebotomy techniques and performance of waived testing. Experience in entering lab requests and verifying test results from reference laboratories. Experience in ordering supplies.
GS-6: Specialized experience examples: ability to apply accrediting/regulatory agency requirements; verifies testing and quality control recordkeeping procedures are consistent with standards, ability to provide oral and hands on training to new employees including visual assessments, ability to perform competency measurements. Performs patient phlebotomy using phlebotomy techniques and waived lab testing following laboratory guidelines including performance of quality control applications and maintenance procedures.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
