This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: THIS DE-2210-03 POSITION IS WITH THE US ARMY COMBAT CAPABILITIESDEV CMD SOLDIER CENTER DEPUTY DIRECTOR (SOLDIERCENTER) CHIEF DATA OFFICER OFFICE OF CHIEF DATA OFFICER. The DE-03 pay band is equivalent to the GS-12 step 1 to GS-13 step 10 levels.

Duties

Integrate Power Platform applications with other Microsoft and third-party services to develop workflows, reporting tools, and automated solutions. Conduct process mapping, detail requirement specifications, and create documentation for developed solutions ensuring knowledge transfer and implementation of best practices. Perform data analysis of disparate and imperfect data sets, re-engineering of legacy software solutions, and form customization and list design in SharePoint Online. Contribute to organizational business process improvement efforts and data governance framework to increase efficiency, effectiveness and business value. Apply agile development methodology to design, develop, and implement software solutions for customers leveraging technology such as Microsoft Power Platform components, Power Apps, Power Automate, Power BI and Dataverse. Collaborate with stakeholders and cross-functional teams to understand requirements and translate them into effective business solutions that build upon a data strategy to enhance data analytics and business intelligence across the organization. Apply development methodology to design, develop, and implement software solutions for customers leveraging technology such as Microsoft Power Platform components, Power Apps, Power Automate, Power BI and Dataverse.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • One year trial/probationary period may be required.
  • You will be required to provide proof of U.S. Citizenship.
  • This is an Army Acquisition, Logistics and Technology Workforce position.
  • Selectees must meet position requirements for Practitioner level in the Acquisition Career Field- Program Management within 60 months of entrance on duty.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the specialized experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify at the DE-03/GS-12 thru GS-13 equivalent grade level: Your resume must clearly describe at least one year of specialized experience equivalent to the DE-02/GS-11 grade level, which includes: 1) Developing policies and procedures that result in products that provide tools or resources for broad application. 2) Applying knowledge of functional programs and program planning, evaluation, analysis, and budgeting techniques associated with program development. 3) Interpreting regulations and applying new methods or procedures as well as coordinates with others as necessary to accomplish organizational objectives. And 4) Interprets laws, rules, and regulations to develop implementation strategies.
