Duties

WHAT IS THE CHIEF FINANCIAL OFFICER DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Chief Financial Office Deputy CFO, ACFO for Corporate Budget, NHQ Budget Office The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. Due to the wide range of duties and responsibilities supported by the Corporate Performance Budgeting Unit, analyst may be assigned any of the following duties, as prescribed under the analyst's assigned office: Independently reviews business unit budget submissions, ensuring accuracy of numerical and narrative information. Develops detailed narrative and background documentation for inclusion in budget submissions. Consolidates materials for review and transmittal to higher authorities; e.g., Oversight Board for development and submission of accurate and timely budget submissions to Treasury OMB and Congress. Prepares charts, graphs, and other associated documentation to accompany submission. Monitors status of budget submission, tracking submission throughout the legislative process. Assesses programmatic and fiscal impact of changes to the budget including reviewing materials to assess gaps in presentation and data, consolidating responses to executive level, concise briefs, and reassigning requests out to other parts of the organization to assist in developing a hearty package. Independently reviews and analyzes budgetary estimates and requirements for accuracy, adequacy of supporting narrative, adherence to budgetary principles and guidelines, and conformance with IRS mission, strategic, and business plans of assigned program area(s). Maintains liaison with budgetary contacts for assigned area(s); researches budgetary and financial issues, and provides written analyses. Research is done utilizing the IFS/AFS/BFS system, extracting budgetary figures in support of questions coming from the Hill, Treasury, OMB, and other oversight agencies to respond to high level questions relative to budget justification. Performs analysis to define shortfalls, identify necessary reprogramming, and define long range goals and needs. Assists business units in conducting labor/non-labor reviews; evaluates and monitors resource allocations, expenditures, and financial status of assigned program area(s); and develops alternatives and recommendations to resolve key budget issues and areas of special concern.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: BASIC REQUIREMENT : In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: GS-13 LEVEL: You must have one (1) year of specialized experience equivalent to the GS-13 grade level in the Federal government. Specialized experience is experience that is related to the work of this position and has provided you with the competencies required for successful job performance. To be qualifying, your experience must be sufficient to demonstrate mastery of the budget concepts, practices, methods and structure of appropriations, financial coding structure and relationships among appropriations; Expert ability to interpret, apply and explain budget instructions, administrative memoranda, and regulatory guidelines from a procedural, technical standpoint; Expert ability to analyze and relate financial data to work plans, business plans, strategic plans and organizational accomplishments; Expert knowledge of automated financial systems and experience providing guidance and assistance to other analysts. In addition, at this level your experience should include: Ability to make presentations to executives, persuasively and convincingly; Ability to independently manage time, balance priorities, and work effectively under the pressure of tight timeframes and changing conditions; Expert skills in using computer applications for word processing, spreadsheets, graphics, and communications programs; Expert knowledge of analytical and problem-solving techniques. OR COMBINATION OF EXPERIENCE AND EDUCATION: You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.
