About the Position: This is a permanent position is with the HQ, US Army Corps of Engineers, Directorate of Military Programs, Environmental Division, Environmental Programs Branch at the Government Accountability Office (GAO) building located in Washington, DC.
Duties
Serves as Chief of the DoD Environmental Programs Branch, which manages the execution of the U.S. Army Corps of Engineers (USACE) hazardous, toxic, radioactive waste and military munitions remediation programs.
Plans, formulates, and develops major program goals and objectives, and monitoring staff who implement, review, and evaluate environmental and/or remedial action (construction) activities.
Provides program advice and direction in setting priorities, standards, and policy in the technical management and execution of highly visible, and/or controversial environmental and restoration programs.
Prepares and presents program execution and summary reports to upper-level management and customers.
Manages the technical and budgetary execution of assigned programs and provides oversight and guidance to subordinate commands.
Determines goals and develops plans of action to include resources, fiscal and manpower, and the most efficient methods of execution for programs.
Supervises a staff of professional engineers and/or environmental specialist and program/budget support personnel performing the work of the Branch.
Determines the appropriate actions to be taken on controversial aspects of environmental, planning, design and remedial action problems encountered by the Major Subordiate Commands and Districts.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes: 1) overseeing and directing environmental and restoration programs to include planning, programming, budgeting, and execution of the programs; 2) developing program requirements, objectives and legislative or regulatory initiatives to accomplish program's missions effectively and efficiently; 3) applying expert knowledge on environmental laws and regulations, such as: Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), National Environmental Policy Act (NEPA), Resource Conservation and Recovery Act (RCRA), the Clean Water Act (CWA), and the Clean Air Act (CAA); 4) formulating, justifying and overseeing the expenditures of funds in environmental and restoration projects; and 5) performing supervisory/managerial responsibilities, functions, and oversight for the personnel management of a diverse staff. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-14).
