This position is within the NIMH Human Research Protection Branch (HRPB) within the Office of Clinical Research (OCR). The HRPB is responsible for the oversight of human research protection and data and safety monitoring at NIMH. This includes ensuring ethical treatment and safety in all NIMH-funded studies with human participants.
Duties
Provides guidance, advice, analysis, and assistance to program leadership concerning significant social and/or behavioral science policy issues affecting NIMH, NIH, and the national biomedical/social/behavioral research communities.
Using thorough knowledge of regulations and policies and social and behavioral health research informed by an awareness of current initiatives ongoing within the NIMH and NIH, independently initiates, designs, and updates a continuing process to identify research priorities in human research protection planning process of the NIMH and NIH.
Conducts in-depth analyses of significant scientific/health and policy issues and subject matter areas to guide the research agenda and proactively influence and participate in developing plans, priorities, and initiatives.
Provides expert guidance in human research protection to Program and Grants Management staff by identifying and interpreting relevant federal regulations, NIH policies, and NIMH policies and standard operating procedures for IC staff.
Works closely with senior leadership, scientific program directors, and members of the extramural research community to monitor advances and trends in science that are relevant to the NIMH mission.
Provides support for developing, initiating, executing, and communicating implementation and operational plans, including incorporating research priorities into implementation strategies and plans.
Provides guidance to NIMH officials and staff in collecting and analyzing scientific data, generating results, and interpreting the results to enable data-driven decision-making for developing or refining science policies of broad scope and impact on the NIMH and NIH.
Prepares briefings for NIMH leadership on human research protection, risk mitigation, science research, dissemination, policy issues.
Requirements

Qualifications
Individual Occupational Requirement for the Social Science Series (101):
Degree: behavioral or social science; or related disciplines appropriate to the position.
or
Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
or
Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
At The GS-12:
You qualify at the GS-12 level, if you meet one of the following qualification requirements:
You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: performing policy analysis functions involving human research protection issues; collecting and compiling data needed to support studies and analyses of social and behavioral science program and policy issues; preparing reports or other written documents to communicate information on science policy issues; and serving on committees or workgroups to resolve policy issues involving biomedical or clinical research programs.
At The GS-13:
You qualify at the GS-13 level, if you meet one of the following qualification requirements:
You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: identifying research priorities for social and behavioral science for human research protection; planning and conducting analyses of social and behavioral science program and policy issues; interpreting scientific data to communicate information on social and behavioral science policy issues; and representing an organization on committees and workgroups to resolve social and behavioral science policy issues involving biomedical and clinical research programs on mental health.
