About the Position: Incumbent serves as the Installation Transportation Officer and provides technical guidance over all facets of transportation and non-tactical vehicle management throughout the installation and supported units. Serves as advisor to the Director, Logistics Readiness Center on matters relating to transportation operations.

Duties

Plans, coordinates and certifies Personal Property Movements, personnel travel and transportation operations within the installation. Reviews and interprets regulations (i.e. Joint Travel Regulation (JTR), directives, program documents, command guidance, etc., identifying operational requirements and initiating local and internal policies and procedures. Determines if program requirements and objectives are being met in the most efficient and economical manner, initiating changes in operations as required to correct deficiencies. Exercises delegated signature authority for the Director, Logistics Readiness Center (LRC) on correspondence relating to requests for personal property shipments, passenger travel, and shipment prior to issuance of orders. Oversees contractor operations and resolves issues regarding handling and storage of freight and personal property, movement of personal property, personnel and passengers, and freight via military or commercial transportation. Serves as the action officer on all Congressional, Inspector General, and audit agencies complaints, requests commercial services in support of assigned transportation mission.

Specialized Experience: One year of specialized experience which includes monitoring transportation operating procedures; oversee movement/storage of personal property utilizing air and surface transportation systems; coordinating, developing, and implementing movement plans as they relate to multimodal transportation (rail, sea, highway, and air); and assisting in the development of standard operating procedures for a vehicle fleet management program. This definition of specialized experience is typical of work performed at the second lower grade/level position in the Federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. with a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
