About the Position: Serve as a Quality Assurance Specialist (Automotive/Mechanical) providing expertise as a specialist and assessing the performance and quality control methods of the contractors' efforts in providing Field Level and Limited Sustainment maintenance services to the installation in support of the overall mission.
Duties
Serve as Quality Assurance Specialist responsible for surveilling contractor's compliance with Performance Work Statement (PWS) requirements.
Evaluate the Field Level and Limited Sustainment maintenance services performed on several types of equipment such as: heavy mobile fire fighting vehicles, special purpose, tactical/non-tactical mobile equipment; and commercial off the shelf.
Evaluate the Field Level and Limited Sustainment maintenance services performed on shop support functions to include utilizing various Logistics Information Systems (LIS) and/or other government approved systems for evaluating performance.
Review and evaluate contractor work processes for compliance with contractual requirements.
Recognize and determine valid workload changes and expanded requirements brought about by changes in procedures or operations.
Determine validity of contractor's responsiveness and ability to meet published standards of newly acquired mission/change, upon the advisement from COR of changes in base operations mission/priority change.
Requirements
- Appointment may be subject to a National Agency Check With Written Inquiries (NACI) (Tier 1), suitability or fitness determination, as determined by a completed background investigation.
- Position may require evening, weekend, and/or holiday hours, to include mandatory overtime as mission dictates.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- The duties of this position require the incumbent to possess or obtain and maintain a valid Commercial Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- The incumbent must be able to obtain and maintain (within 1 year from hire) an Airport Rescue and Firefighting Technician Level Emergency Vehicles Technician (EVT) Certification Commission Master Level III.
- This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes assess performance and quality control methods of contractors to ensure compliance with Performance Work Statement requirements for Field Level and Limited Sustainment maintenance services; AND identify contract changes or modifications as indicated by quality data trends and conditions; AND interpret guidelines and regulations to investigate and resolve customer complaints. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
