Duties
- Oversee compliance with Davis-Bacon and Related Acts (DBRA) requirements for CHIPS construction projects
- Create and implement systems to statistically monitor and validate compliance data
- Lead a team in auditing contractor data and identify potential non-compliance
- Develop workforce and equity performance dashboards and metrics
- Advise leadership and external stakeholders on regulatory policy and guidance
- Construct training programs to improve compliance with DBRA requirements
- Continuously evaluate and optimize compliance review processes

Qualifications
To qualify, applicants must possess one year (52 weeks) of specialized experience equivalent to at least the GS-13 (ZA-III at NIST) level.
Specialized experience is defined as:
- Oversight, policy development or enforcement of Davis-Bacon Act wage and reporting requirements for federally-funded construction projects
- Leading cross-functional teams in developing and implementing regulatory compliance systems
- Designing or implementing digital dashboards to monitor employment equity or compliance metrics
