Duties

- Oversee compliance with Davis-Bacon and Related Acts (DBRA) requirements for CHIPS construction projects - Create and implement systems to statistically monitor and validate compliance data - Lead a team in auditing contractor data and identify potential non-compliance - Develop workforce and equity performance dashboards and metrics - Advise leadership and external stakeholders on regulatory policy and guidance - Construct training programs to improve compliance with DBRA requirements - Continuously evaluate and optimize compliance review processes

Qualifications

To qualify, applicants must possess one year (52 weeks) of specialized experience equivalent to at least the GS-13 (ZA-III at NIST) level. Specialized experience is defined as: - Oversight, policy development or enforcement of Davis-Bacon Act wage and reporting requirements for federally-funded construction projects - Leading cross-functional teams in developing and implementing regulatory compliance systems - Designing or implementing digital dashboards to monitor employment equity or compliance metrics Experience refers to paid and unpaid experience, including volunteer work done. We will credit all qualifying volunteer experience in your application.
