The Bureau of Reclamation Dam Safety and Infrastructure is seeking interested internal candidates to be considered for a professional development opportunity with the Operations and Maintenance Branch! Duties

Collaborates with regional offices, and other offices in the review, analysis, and evaluation of the operation & maintenance (O&M) of Reclamation's water assets (e.g., dams, canals, pipelines, buildings, roads, bridges). Participates in and/or leads a variety of activities in the Review of Operation and Maintenance (RO&M) Program to ensure the safe delivery of water including the review of condition assessments, identifying deficiencies relative to design criteria, and assisting internal and external partners in identifying future needs for asset investment. Develops, monitors, and manages project plans that outline the scope, schedule, and budget of assigned projects. Prepare and present technical information orally at coordination meetings and briefings. Interprets and defines program processes and policies, plans the overall activities and monitors progress. Manages project budget and risk; makes recommendations to management for improvement and/or corrective measures for program. Coordinates projects and interdependencies, manages and uses resources across projects. Maintains communication and collaborative efforts with stakeholder to align outcome with the overall objectives of the program. Coordinates oversight of the O&M of Reclamation's water assets with other offices and programs to ensure complete assessments and evaluation of the management of Reclamation's water assets. Coordinates with the Technical Service Center and others for technical support and assistance in the resolution of issues with the O&M of Reclamation's water assets. Supports the development and application of new, and revisions to, standard for O&M of Reclamation's water assets and resolves potential conflicts with standards developed by other offices and programs.

Qualifications

Applicants must meet qualification requirements specified in the section titled Specialized Experience and the requirements specified in the section titled Education. Applicants applying for a temporary promotion must meet time-in-grade restrictions by the closing date of this interest announcement. Education: All academic degrees and coursework must be from accredited or pre-accredited institutions. Applicants currently at the GS-12 or higher may apply to be detailed into this position. Applicants currently at the GS-11 level may apply to be temporarily promoted into this position. Candidates applying for temporary promotion may qualify on the basis of Specialized Experience. Basic Requirements: A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. -OR- B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1 , or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. 3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. 4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all inclusive.) ADDITIONAL REQUIREMENT In addition to meeting the basic education requirement, you must also meet one of the following for the GS-0810-12 grade level. Specialized experience is obtained after the requirements noted under 'Basic Qualifications Requirements' are met. In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the education and specialized experience requirement - this information must be clearly supported in the resume. Specialized Experience: To qualify for GS-12: 1 year of specialized experience equivalent in difficulty and complexity to at least the GS-11 level in the Federal service. To meet specialized experience, your resume must describe one year of experience that demonstrates one of the following: 1) leading teams and managing projects including developing and tracking budgets and schedules; 2) inspecting, maintaining, or operating high hazard potential dams and associated facilities (e.g., canals, pipelines, buildings, roads, bridges); and/or 3) communicating sensitive issues to project stakeholders. Selective Placement Factor: This position requires a current, valid Professional Engineering Registration License. Failure to provide proof of such license will cause you to be rated ineligible for this position. There are no time-in-grade requirements for applicants interested in the detail opportunity (no promotion potential).

This position does not allow for substituting education for experience.
