This is a Direct Hire Authority solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Oversees a full range of chemical analyses on aqueous, solid, semi-solid, air, and soil samples, ensuring compliance with Environmental Protection Agency and the US Army Corps of Engineers regulations and guidance on environmental cleanup projects.
Duties
Serves as an environmental chemistry specialist with primary responsibility for sampling and analytical protocols and chemical data quality management activities.
Participates in project planning to help determine data quality objectives, selection of analytical and sampling methodology, and reporting limits appropriate for the project.
Coordinates individual projects with the contract laboratories.
Provides guidance and training on chemical analyses of aqueous, solid, semi-solid, air, and soil sample tasks to the other chemists in the Section.
Determines needs for chemistry laboratory contract services to address chemical assessments required for projects supporting customers.
Provides technical support and expertise to the Seattle District, other Districts, and other agencies by sharing information, ideas, and advancements to find innovative solutions to difficult environmental problems.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Chemist:
A. Degree: Bachelor's degree (or higher degree) in the physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics.
OR
B. Combination of Education and Experience: Course work equivalent to a major in the physical sciences, life sciences, or engineering, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or additional education.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes experience recommending sampling and analysis designs for field investigations, remedial design investigations, and/or long-term monitoring at environmental cleanup sites, including preparing sampling and analysis plans or Quality Assurance Project Plans and evaluating analytical data against project objectives. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
Education
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
