Middleton Memorial VA Hospital, Madison, WI, and serves as the facility Interior Designer. The purpose of the position is to advise on, administer, and perform program work relating to interior design program management for the facility and its CBOCS. The Hospital operates an annex clinic (West Clinic) located in Madison at Research Park that provides primary care and mental health service. Madison has established and is responsible for community based outpatient clinics (CBOCs) at Janesville, Baraboo, Beaver Dam, WI, and Rockford and Freeport, IL.Duties Include: Investigates and documents client needs to interior design. Analyzes needs, proposes options and develops solutions. Independently designs and develops written specifications for fabrication and installation of all materials. Prepares floor plans, furnishings, and accessory selections. Evaluates interior design program to ensure organizational requirements are met. Develops cost estimates to cover furnishings required for projects included in budget submission. Investigates and documents client needs for interior design for multiple medical facilities including VA Madison and remote clinics. Directs ergonomic program including investigating needs, implementing strategies, solutions, and training. Uses multiple criteria to determine design selections, durability and maintainability, infection control, function and efficiency and design based research to create "healing" environments. Develops reports, which are provided to the medical center management team to keep officials advised as to the state of affairs Advises management on program defects and recommends solutions. Procures, fabricates, and places all interior and exterior signs. Performs other duties as assigned. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/11/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 9 position you must have served 52 weeks at the GS 7. For a GS 11 position you must have served 52 weeks at the GS 9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Basic Requirements: GS-09 SPECIALIZED EXPERIENCE: You must have one full year of specialized experience equivalent to at least the next lower grade level (GS-7) in Federal service that equipped you with the particular knowledge, skills and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled? Specialized experience includes experience that required the performance of work concerned with the design and alteration of interior spaces to meet functional and aesthetic needs such as: Identifying, researching, and creatively solving problems pertaining to the function and quality of the interior environment; Performing services relative to interior spaces, including programming, design analysis, space planning and aesthetics, using specialized knowledge of interior construction, building systems and components, building codes, equipment, materials, and furnishings; Preparing drawings and documents relative to the design of interior spaces in order to enhance and protect the health, safety, and welfare of the public; Coordinating and integrating the mechanical, electrical, and structural engineering disciplines within the interior context; Managing projects, developing cost estimates, evaluating bid proposals, reviewing construction documents, participating in on-site construction visits, conducting pre- and post-occupancy evaluations, developing standards for efficient space management, etc. OR GS-09 SUBSTITUTION OF EDUCATION FOR EXPERIENCE: master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree with Major study being interior design or other field that included or was supplemented by at least 30 semester hours in interior design, interior architecture, or interior environmental design; or passage of the National Council for Interior Design Qualification (NCIDQ) examination? (TRANSCRIPTS REQUIRED) OR GS-09 COMBINING EDUCATION AND EXPERIENCE: Have you successfully completed an equivalent combination of experience and education as described above? Such education and experience must demonstrate the knowledge, skills, and abilities necessary to do the work. (TRANSCRIPTS REQUIRED) GS-11 SPECIALIZED EXPERIENCE: Do you have one full year of specialized experience equivalent to at least the next lower grade level (GS-9) in Federal service that equipped you with the particular knowledge, skills and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled? Specialized experience includes experience that required the performance of work concerned with the design and alteration of interior spaces to meet functional and aesthetic needs such as: Identifying, researching, and creatively solving problems pertaining to the function and quality of the interior environment; Performing services relative to interior spaces, including programming, design analysis, space planning and aesthetics, using specialized knowledge of interior construction, building systems and components, building codes, equipment, materials, and furnishings; Preparing drawings and documents relative to the design of interior spaces in order to enhance and protect the health, safety, and welfare of the public; Coordinating and integrating the mechanical, electrical, and structural engineering disciplines within the interior context; Managing projects, developing cost estimates, evaluating bid proposals, reviewing construction documents, participating in on-site construction visits, conducting pre- and post-occupancy evaluations, developing standards for efficient space management, etc. Specialized experience also includes: Thorough knowledge of the fundamental principals and theories of professional interior design including construction knowledge and skill to prepare all necessary scaled architectural floor plans, space layouts, reflected ceiling plans, finish plans, working drawings, specifications, detailed drawings for custom work and furniture fabrication.; Knowledge of scaled floor plans and symbols used therein, both for interpreting and for producing accurate drawings; Knowledge of a variety of methods, techniques, and materials used in architectural and interior design needs; Knowledge of scaled floor plans and symbols used therein, both for interpreting and for producing accurate drawings; Knowledge of building systems and construction techniques to understand the limitations imposed on space design. OR GS-11 SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Have you successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.
