This position is located in the Bureau of Land Management, California State Office. This vacancy may be filled in Sacramento, CA or Palm Springs, CA. This is not a remote position. Information about the areas can be found at City of Sacramento and City of Palm Springs.

Duties
Provides advice and training to managers, supervisors, and employees regarding difficult and complex recruitment and placement actions.
Collaborates with managers in determining short- and long-term recruitment needs and in developing effective recruitment methods and strategies.
Creates recruitment packets, vacancy announcements, and makes qualification determinations by rating, and ranking applicants, adjudicating veteran preference, issuing SME reviews, and preparing certificates of eligible applicants.
Uses knowledge and judgment to assist managers with problems associated with multi-grade and multi-series combinations of duties, unique needs of small organizations/offices, remote locations, recruitment difficulties, and career enhancement.
Assists management in the preparation of position descriptions and submits classification requests.
Provides technical expertise in determining rates of pay and on using compensation flexibilities to help recruit, manage, and retain employees.
Interpret and follow federal staffing regulations and local policies.
Processes and reviews personnel actions including various types of appointments, terminations, extensions, within grade increases, and other actions in an automated system.
Maintains employee personnel files and recruitment case files to include uploading, filing, and reviewing documents.
Creates reports using automated HR Systems and maintains system access profiles and permissions.
Coordinates on boarding actions with HR Assistants.
Requirements

Qualifications
Selective Placement Factors: This position requires a special qualification that has been determined to be essential to perform the duties at the GS-12 level and will be used as a screen out element for the GS-12 level. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified for the GS-12 level:
Completion of the OPM Delegated Examining Certification Assessment. To show you meet this requirement, you must submit a copy of your current DE certificate.

To qualify for the GS-11, you must possess one (1) full year of specialized experience at or equivalent to the GS-09 level that is equivalent in difficulty and complexity as indicated by the following examples: Applying laws, rules, and regulations related to recruitment and placement. Consulting with managers to identify their recruitment and staffing needs. Developing job analysis, assessment questionnaires, and creating vacancy announcements in an automated recruitment system. Rating applicants, adjudicating Veterans preference, issue certificates of eligibles, and processing selections. Managing recruitment case files. Responding to employee inquiries regarding employment status, opportunities, and pay. Researching and interpreting regulations, policies, and procedures. Coding personnel actions in accordance with The Guide to Processing Personnel Actions.

Education: Successfully completed three full academic years of progressively higher-level graduate education OR a related LL.M, PhD or equivalent doctoral degree from an accredited college or university with a major in human resources, public administration, political science, business administration, psychology, or education.

Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Only graduate education in excess of the first 36 semester hours may be used when combining education and experience for this specialty and grade.

To qualify for the GS-12, in addition to the above selective factor, you must possess one (1) full year of specialized experience at or equivalent to the GS-11 level that is equivalent in difficulty and complexity as indicated by the following examples: Applying laws, rules, and regulations related to recruitment and placement. Consulting with managers to identify their recruitment and staffing needs and developing strategies and making recommendations to meet those needs. Developing job analysis, assessment questionnaires, and creating vacancy announcements in an automated recruitment system. Rating applicants, adjudicating Veterans preference, issue certificates of eligibles, and processing selections. Auditing certificates, selections, and case files. Coding and reviewing personnel actions to ensure compliance with The Guide to Processing Personnel Actions. Researching and interpreting regulations, policies, and procedures, and providing training and guidance on HR related regulations and policies for other HR Specialists, managers, employees, etc, to include mentoring junior staffing specialist. Education may not be substituted for specialized experience at this grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You must meet all qualification requirements by the closing date of the announcement.
Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
Physical Demands: Work is sedentary in nature but may require walking in offices or similar areas for meetings and to conduct HR work. Occasional travel may be required.
Work Environment: Typical office setting. Offices are adequately lighted, heated, and ventilated.
