This announcement uses the DHA for Certain Personnel of the DoD Workforce (Title 5 USC Section 9905) direct hire authority to recruit and appoint qualified candidates to certain positions in the competitive service.

Duties

Review plans and specifications prior to award and prior to commencement of work. Maintain surveillance over construction projects to assure that all items of work are in conformance with contract plans and specifications. Determine acceptability and quality of work performed and recommends correction of deficiencies and solution to problems encountered. Assure that all is installed properly by inspecting construction for compliance with contract documents. Determine corrective measures required to obtain acceptable construction and timely accomplishment of the work. Prepare modifications documents which involves design changes, differing site conditions, variations in quantity estimates, changes in specifications end drawings. Prepare cost estimates in connection with approved claims.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • The position may require, depending on the duty location, a government provided initial 40 hour and an annual 8-hour OSHA training course of Hazardous Toxic and Radiological Waste (HTRW).
  • The position requires employee to drive a motor vehicle. Must be able to obtain and maintain a valid state driver's license is required.
  • Position requires up to 25% business related travel.
  • Must serve a one-year probationary period.

Qualifications

This is Direct Hire Solicitation-positions are being advertised through-DHA for Certain Personnel of the DoD Workforce (Eff 7 Apr 2020). Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. You will be evaluated on the basis of your level of competency in the following areas: Specialized Experience: One year of specialized experience which includes: participation in reviewing plans and specifications prior to contract advertisement and award, oversight of construction projects to verify compliance with contract plans and specifications, inspection of contractors work to determine if work completed is acceptable and in accordance with contract requirements, preparation of modification documents, experience negotiating contract changes and experience writing technical documents, participating in negotiations with contractors, and composing cost and modification estimates. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11) or equivalent.
