THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a WL-4352-10 COMPOSITE FABRICATOR LEADER (TITLE 32), Position Description Number D2314000 in FAC 22F000 and is part of the MO 131st Bomb Wing. Duties

Serves as a working leader of three or more Composite Fabricator positions. Assigns work orders to specific team members and selects workers for various jobs on the basis of knowledge, skills, and abilities. Passes on to workers instructions received from the supervisor, demonstrates proper work methods, and starts work. Ensures that needed plans, blueprints, materials, and tools are available, and that needed stock is obtained from supply locations. Works along with other workers and sets pace performing non- supervisory repair work of the same kind and level as that done by the group led. Diagnoses, repairs and maintains a variety of combat and tactical, and communication equipment. Coordinates planning and scheduling of LO systems maintenance. Manages and leads the overall direction of the shop level low observable program maintenance effort, enforcing safe maintenance practices, and assembling/managing critical equipment items. Executes plans and schedules for LO systems maintenance. Monitors work of assigned personnel. Sets the work pace, conveys work assignments, and ensures that materials, tools, equipment, and stock are available. Observes and analyzes production operations to determine if schedules are being met, exceeded, or delayed and the root causes of production deviations. Ensures assigned personnel are fully utilized and work is accomplished in accordance with established time frames and priorities. Checks work in progress and/or upon completion for compliance with supervisor’s instructions. Provides functional planning for flight line maintenance activities. Recommends adjustments in work schedules to provide optimum utilization of personnel in support of functional requirements. Provides findings, observations, and recommendations to management in the most informative manner utilizing charts, graphs, visual media, and/or narrative briefings. Performs other duties as assigned.

Qualifications

MILITARY REQUIREMENTS: Compatible military grade and assignment required prior to the effective date of placement. This is an Excepted Service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership. Selected candidate will be required to be in a compatible military assignment prior to effective date of placement. Selected candidate must be AFSC qualified within 12 months from date of appointment. Minimum Military Grade - SSgt (E-5) Maximum Military Grade - MSgt (E-7) Enlisted - AFSC 2A7X5 Supervisor must verify that selected individual occupies a compatible military position. Technicians will not be militarily senior to their full-time supervisor or wage leader (grade inversion). GENERAL EXPERIENCE: Must possess a validated understanding of the basic principles and concepts of the occupational series and grade; skill in collecting and analyzing data effectively, efficiently, and accurately; diagnosing and repairing mechanical concerns; ability to format and write English in reports and presentation formats; skill in presenting formal training presentations and briefings; skill in applying procedures and directives by reading and interpreting material; ability to communicate clearly and effectively; and skill in training, mentoring, leading, and problem solving. WG-10 SPECIALIZED EXPERIENCE: Must possess 12 months of specialized experience in performing maintenance on B-2 aircraft Low Observable (LO)/low signature; at least six months of leadership and training experiences in the military maintenance programs; and working knowledge of aircraft structural maintenance, metals technology, survival equipment, and nondestructive inspection methods; characteristics and identification of aerospace and non-aerospace materials; concepts and application of maintenance directives; maintenance data reporting; and proper handling, storage, use, and disposal of hazardous waste and materials. The specialized experience must demonstrate working knowledge in the principles of LO aircraft signature management and aircraft radar signature reduction techniques; competency in providing technical guidance and training to other employees who perform maintenance on Low Observable (LO)/low signature on the B-2 aircraft; and ability to troubleshoot procedures, diagnose problems and determine corrective actions in the maintenance of LO aircraft systems. Experienced working skills and knowledge of assigned computer systems such as, Integrated Maintenance Information System (IMIS), Autonomous Logistics Information System (ALIS), B-2 Information Maintenance System (IMS), and Low Observable Aircraft Structural Maintenance (LOASM) used for maintenance planning, technical instruction, and maintenance documentation. Experience applying the TOD, JTD and/or other technical publications and directives relating to work requirements; and working skills and knowledge of metal strength characteristics (annealing, tempering, and normalizing), composite and LO material characteristics, selection of proper materials for repair actions and knowledge of health hazards associated with maintenance as well as proper mitigation procedures, decontamination, and housekeeping. Must have a working knowledge and experiences in Quality Assurance (QA) inspections that were sufficient to comply with AF directives and guidelines. Knowledge and skills in the evaluation, installation, removal, and repairs of LO coatings. Experienced in the aircraft design, repair, modification, and fabrication of metals, plastics, composites, advanced composites, LO, and bonded structural parts and components. Experienced in applying preservative treatments to aircraft, aerospace ground equipment (AGE), and support equipment (SE). Experienced in the principles and techniques of aircraft and AGE structural maintenance, and corrosion control techniques. Knowledge and skilled in the repair of exotic composite, thermal plastic, and conventional composite aircraft structures using state of the art materials, methods, and procedures. Experienced in the repair and maintenance of aircraft sheet metal and metallic structural elements ensuring aircraft structural integrity. Experiences included the planning and scheduling of LO systems maintenance. Must currently possess or have held AFSC 2A7X5.
