Duties
As an Administrative Officer you will be responsible for the following duties:
Serves as Administrative Officer (Resource Management Action Officer) for the Headquarters Industrial Security (IS) directorate.
Supports IS Resource Manager in all capacities/stages of the hiring process, metrics tracking, and serves as an advisor/subject matter expert to managers and supervisors on all human resources (HR) matters such as recruitment, pay, hours of duty, etc.
Supports oversight of the directorates assigned Table of Distributions Allowances (TDAs), in coordination with the Resource Manager, to assure the organization is properly aligned with stated mission and functions.
Develops, manages, revises and improves processes and operational methods as well as formulates and provides advice related to the effective use of labor, funding and organizational resources.
Coordinates communication and outreach to collaborate with technical experts to track internal hiring actions, budgeting (and associated) contract actions.
Performs other duties as assigned.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.
You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GG/GS 11 in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: General knowledge of the range of administrative laws, policies, regulations, procedures and precedents applicable to the administration of programs being supervised, e.g., personnel, security, administration, financial management and logistics.
Specifically you will be evaluated on the following competencies:

4. Personnel and Human Resources: Knowledge of hiring, classification, benefits, labor relations, negotiation, and federal, state, and local employment regulations.
