The Outpatient Substance Use Disorder Program (SUDP) Program Coordinator is responsible for defining the mission and vision of the service, developing the scope of practice for all clinical staff, implementing best-practice programming, and assuring implementation of quality improvement measures. The incumbent is responsible for developing, planning, clarifying, managing all clinical services in the SUDP, direct clinical and administrative supervision of licensed and unlicensed staff.

Duties

Major duties include, but are not limited to the following: Program Management Responsibilities (25%): Provides program management of the Omaha outpatient Substance Use Disorders Program, including: Operation and management of key clinical, training, and administrative programs of the team, and oversight of administrative and programmatic resources for the program. Staff members deliver Functional Statement Program Coordinator specialized, complex, and highly professional mental health services aimed at reducing substance use disorders. Direct administrative and programmatic supervision of staff, which may include staff from a variety of disciplines including psychology, social work, psychiatry, and counseling. In cases where direct administrative supervision is provide by another entity, incumbent provides programmatic information to assist with performance reviews. Oversight of trainees assigned to the program Ensures efficient operation of the program in a fiscally responsible manner Responsibilities include supervision of interdisciplinary staff, professional management, and administrative responsibilities that are complex in scope. Specifically, the incumbent has the supervisory responsibilities noted above, manages the budget for O/SUDP, may be on the Mental Health Leadership Committee, interacts with HR in all matters of SUDP hiring and disciplinary action, and otherwise has primary responsibility for all aspects of administration both within SUDP and in the relationship of the Service to the VA facility. In that capacity, decisions are made exercising wide latitude and independent judgment. The incumbent reports to the Mental Health Service Line Director but largely operates on a day-to-day basis in an independent manner, with full responsibility to keep the supervisor apprised of activities and any issues in need of close collaboration. Ensures compliance with the Mental Health Uniform Services Package, VA policies and regulations, Joint Commission standards, medical center policies and procedures, and other relevant requirements. Ensures high quality, evidence-based, patient-centered services that may include: Individual, family, and group psychotherapy and psychoeducation, Contingency Management, psychiatric medication consultation and management; mental health case management and treatment coordination; and telehealth services. Facilitation of a stimulating environment of mission-centered continuous improvement and High Reliability Organization practices. The incumbent is responsible for performance measure functioning related to SUD services. The incumbent will track and trend data specific to the program and use this data to make changes. Ensuring a high-quality training experience for pre-doctoral, doctoral, social work, counselor, and resident trainees. Clinical Responsibilities (60%): Provides a full range of mental health services, including Expert clinical consultation for various disciplines and levels of training Individual, group, couples, and family counseling and psychotherapy focused on substance use and associated conditions Mental health case management and treatment coordination Patient/family education, clinical supervision/teaching of treatment staff and trainees of various disciplines Assessment and diagnostic services including appropriate management of consults to the program. Qualifications

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to the CSWE website to verify if that social work degree meets the accreditation standards for a master of social work. Licensure: Persons hired or reassigned to social worker positions in the GS-185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found on the OHRM website. English Language Proficiency: Social workers must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3j, this part. Grade Determinations: GS-12 Experience and Education: One year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification: Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Applicants must meet the requirements for providing supervision in the state where they are licensed at the advanced practice level and should list these qualifications within the assessment narrative and their resume. Documentation is required if part of your state's requirements for providing supervision for licensure is beyond your licensure only (example: certification of continuing education credits). Demonstrated Knowledge, Skills, and Abilities: In addition to the experience above, the candidate must demonstrate all of the following KSAs (a document with written demonstration of KSAs must be included with application, see required documents section). Knowledge of program coordination and administration which includes consultation, negotiation, and monitoring. Knowledge and ability to write policies, procedures, and/or practice guidelines for the program. Ability to supervise multidisciplinary staff assigned to the program. Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s). Ability to provide training, orientation, and guidance within clinical practice.
