The Veterans Health Administration (VHA) has adopted the Center for Development and Civic Engagement (CDCE) Modernization Initiative which is a new model of organizing and consolidating essential functions and services to the Medical Center. The Voluntary Services Officer position is located within the Voluntary Services Department. The incumbent serves as the Assistant Chief of the facility's CDCE office reporting directly to the CDCE Officer/Chief.
Duties
The Voluntary Services Officer (CDCE Assistant Officer) shares fully in the duties, responsibilities, and authorities of the CDCE Officer.
Duties of the position include but are not limited to:
Responsible for planning and leading philanthropic activities and programs within widely dispersed locations across the healthcare system, VA administrations and State Veterans Homes.
Planning, establishing and implementing policy..
Managing, evaluating, and coordinating (internal and external) resources across the service.
Monitor all donated monetary funds at the healthcare system level within the station's General Post Fund (GPF) Accounts.
Managing and participating in the interviewing, scheduling, placement, and evaluation of volunteers.
Leading and analyzing consultations with services across the healthcare system, agency representatives and community officials.
Responsible for both managing and participating in the interviewing, scheduling, placement, and evaluation of volunteers.
Responsible for conducting appropriate follow-up activities to ensure both adequate supervision and assignment training are provided.
Serves as the first-line supervisor and coordinator for specific volunteer programs which typically include a variety of diverse assignments.
Ensures that all volunteer personnel files are prepared in accordance with The Joint Commission and standards for VHA volunteers.
Coordinates data analysis from diverse sources to prepare reports and evaluations of CDCE programs and other initiatives.
Plans and executes a variety of complex internal and external special events.
Work Schedule: Monday - Friday, multiple start times, 7:00am - 3:30pm, 7:30am - 4:00pm, 8:00am - 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/12/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
GS-11 Specialized Experience: Do you possess at least one (1) full year of specialized experience at the next lower grade level GS-09 that equips you with the particular knowledge, skills, and abilities to perform successfully the duties of the Voluntary Services Officer? To be creditable, this specialized experience must have been equivalent to the GS-09 level in Federal service to qualify at the GS-11. Examples of specialized experience include:
Managing a program of volunteers and contributing organizations within a medical or hospital setting.
Knowledge of federal/state laws and regulations governing the general post fund and solicitation and of acceptance of donated gifts.
Possess strong interpersonal and communication skills for coordinating a professional office environment and resolving issues.
Performing administrative and human resource management functions to supervised staff.
Assigning work, setting priorities and develop performance standards to staff.
Develop fundraising initiatives to work with local communities and elected officials to achieve positive outcomes for an agency..
Note: Evidence of specialized experience must be supported by detailed documentation of duties performed in positions held on your resume. You must provide work experience information such as hours per week, salary, and starting/ending dates of employment (month and year format) to establish you have one (1) full year of Specialized Experience at or comparable to the required grade level.

GS-11: Substitution of Education for Experience (TRANSCRIPTS REQUIRED): Do you posses a Ph.D. or equivalent doctoral degree or equivalent graduate degree, OR 3 full years of progressively higher level graduate education leading to such a degree. LLM., if related.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: Work is moderately sedentary, although considerably variable. It requires a fair amount of standing, sometimes for long periods, walking, climbing stairs, and bending. Work may require some heavy to moderate lifting, transporting of materials, equipment and supplies for special events and other programs. Due to the diverse nature and scope of the work, it may require occasionally working in extreme temperatures (hot or cold). Driving or riding in a vehicle is also required on a routine basis to provide coverage, trainings, or other support at off-site clinics; attend outside community meetings; and support special events. Travel may also occur in support of outreach events and conferences. The incumbent must attend lengthy meetings both during and after regular scheduled work hours. Travel to other medical center facilities is also required.
