The primary purpose of this position is to serve as an administrator and technical specialist for the 375 Force Support Squadron providing military personnel data systems support to users in the squadron's military personnel and installation-wide.

Duties

Serves as Administrator of military personnel based data systems and programs. Provides technical support and advisory services for the military personnel based data systems to support local requirements Plans and provides customer assistance/training. Promotes use of automated systems by providing instruction to functional area users on automated processes and systems Represents the FSS with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with internal and external customers and with support organizations Provides customer technical assistance support and provides input for future operations. Provides on-going technical support to customers to ensure proper functional use of equipment and programs to preclude undue interruptions to personnel systems services Participates in special projects and initiatives and performs special assignments. Identifies and develops program initiatives that satisfy a user need or correct a problem

Qualifications

This position is obligated to the former incumbent and has return rights to this position under 10 U.S.C. 1586. Upon the employee's return you are subject to being displaced from this obligated position. Every effort will be made to find an equivalent position for you at the same grade for which you qualify within the commuting area without loss of seniority, status, or tenure. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Services. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the GS-5 grade level for internal applicants or at the GS-6 grade level for external applicants, or equivalent in other pay systems. Examples of specialized experience include knowledge of Air Force personnel systems, systems analysis and application software concepts, functions, techniques, and capabilities sufficient to evaluate new and emerging personnel systems security methods and principles, the feasibility of proposed new systems and applications software projects. Knowledge to measure system performance and/or extend operating system capabilities to support organizational business processes and operations. Knowledge and technical skill in personnel systems and knowledge of military personnel policies, processes, and specialty areas, and the ability to relate this knowledge to system processes/functions/capabilities. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-5 grade level for internal applicants or at the GS-6 grade level for external applicants is required to meet the time-in-grade requirements for the GS-7 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of Air Force personnel systems, application and system software and systems development life cycles, including systems documentation, design development, configuration management cost analysis, systems integration, and testing Knowledge of the principles, concepts, techniques, standards, processes, and guides of military personnel management and ability to relate to personnel systems Knowledge of network customer use and systems maintenance sufficient to give needed guidance or training to customers and workgroup managers to identify and prevent problem recurrences Ability to analyze organizational application software requirements, develop supportable recommendations for enhancement and replacement Ability to analyze organizational application software requirements, develop supportable recommendations for enhancement and replacement Ability to communicate effectively with others, both orally and in writing, in working out solutions to problems or questions relating to work PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
