Supervisor Motor Vehicle Operator primary responsibility is to furnish leadership, instruction, and supervision to subordinate employees assigned to the Mountain Home VA Health Care System. Incumbent is responsible for inspecting the work of all employees of the Units for compliance with specifications and ensuring that proper procedures, safety rules, and regulations are being followed.

Duties

Major Duties include but not limited to: Supv, Motor Vehicle Operator is responsible for overseeing employees of the Units in the safe operation and maintenance (through demonstration) of all tools and equipment of the Unit. This equipment includes such items as: power lawn mowers, agricultural tractors and implements, back-hoe, mini-excavator, front-end loader, forklifts, pneumatic concrete breaker, gasoline pumps, power chain saws, power grinders, and various hand and power tools. Incumbent is responsible for scheduling and approving leave of subordinates in a manner that will afford proper work coverage. Incumbent prescribes performance standards for his subordinates, keeps employees informed of his expectations, appraises performance, and recommends training to comply with the 40 hours of mandatory training. Incumbent counsels' subordinates and initiates recommendations for recognition or disciplinary action. Incumbent is responsible for ensuring that proper maintenance records are kept on all vehicles and pieces of equipment assigned to the Units. Incumbent is responsible for the submission of monthly, quarterly, and annual cost and estimated cost reports on vehicles. Incumbent sets specifications and orders new replacement equipment. The incumbent will manages and operates a complex fleet of motor vehicles ranging from subcompact sedans and station wagons to heavy trucks, busses, para-transit vehicles, and special purpose vehicles to 3 combined support activities and components of Federal agencies within an assigned geographical area. Develops detailed programs for the service, storage and maintenance of the equipment and its usage. Incumbent also directs motor vehicle services and related support to all activities within the facility. The activities at these facilities are varied, sensitive, and complex. The incumbent plans, directs, and administers the complete maintenance program for standard and a variety of special purpose vehicles. Arranges for type and quantity of required vehicles. Administers contracts, ensuring adherence to all terms for the Fleet Center. Enters into service agreements for maintenance, fuel, and related services with other Federal agencies when cost and other considerations indicate a benefit to the Government will result. The incumbent receives new vehicles and assigns to customer agencies. Determines when to dispose of used vehicles and equipment, and directs preparation of vehicles for turn-in. The incumbent coordinates customer service requirements and serves as liaison to ensure needs are met. The incumbent advises on the goals of cost reduction, energy reduction and productivity improvement. The incumbent actively participates in agency reduction and productivity improvement. The incumbent actively participates in agency surveys and studies and serves as a team member in making analyses of current fleet operations and economic comparisons of GSA services. Recommends action to reduce total cost to Government in cases where agencies are operating VA owned vehicles and using GSA Fleet Management Center vehicles. Supports emergency relief operations in case of floods, tornadoes, storms, public health disasters, and catastrophes in the area. The incumbent also coordinates teams for snow and ice removal during winter months. Manages and assesses the effectiveness of all financial aspects of fleet operations: Operating Funds, initiating commercial job orders, controlling vehicle operating and administrative inventory and initiating processing of billings and adjustment to customer agencies. Analyzes overall fleet operations as to profit and loss and recommends. The incumbent supervises staff of skilled and semiskilled Federal Wage System, technical, and administrative employees. Exercises judgment in dealing with routine personnel matters. The incumbent oversees grounds operations at the facility, as well as coordinates and oversees contractor's work. Incumbent oversees the cwr program at the facility and supervises federal employees that perform grounds maintenance duties for the BO-acre facility. Incumbent makes all recommendations as to fertilizers, grasses, trees, shrubs, and flowers to be used and their care for both facilities. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/07/2024. SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements/Working Conditions: Driver is required to exert moderate physical effort in reaching, bending, turning or moving hands, arms, feet and legs to operate hand and foot controls, assist patients and passengers and load and unload cargo daily. The driver will be involved in moderate physical effort in the frequent handling of objects weighing up to 40 pounds. Moderate physical effort may be required in making couplings between the vehicle and towed equipment because safety chains, tow bars, and hooks must be lifted and properly secured. The driver must be able to assist patients into and out of the vehicle, which involves physical exertion and frequent stooping or bending. Doors are manual therefore require effort for the driver to operate. Work is mostly outside, exposed to conditions with dirt and fumes, inclement weather and the possibility of cuts, bruises, and broken bones as a result of accidents while driving or from falling objects when loading and unloading the vehicle. Operates vehicles in all types of conditions, traffic, and weather on public roads and is exposed to the danger of serious highway accidents. Incumbent will drive in heavy traffic at distances more than two hours one way and at highway speeds over complicated rural, sometimes unmarked roads and interchange systems including alternate and bypass routes.
