Duties

As the Public Affairs Specialist you will be working for Denali National Park and Preserve. Denali is six million acres of wild land, bisected by one ribbon of road. Travelers along it see the relatively low-elevation taiga forest give way to high alpine tundra and snowy mountains, culminating in North America's tallest peak, 20,310' Denali. Wild animals large and small roam un-fenced lands, living as they have for ages. Solitude, tranquility, and wilderness await. For more information visit: Denali National Park & Preserve (U.S. National Park Service) (nps.gov) As the Public Affairs Specialist for Denali National Park and Preserve, major duties will include: Conducts the public affairs program for Denali National Park and Preserve with particular emphasis on maintaining effective relationships with the media, communicating park information through a variety of methods, and planning and organizing park sponsored special events. Writes and disseminates news releases and feature articles on park events and initiatives to local, state, and national media representatives. Organizes and coordinates print and broadcast media interviews with staff members and oversees all arrangements with the media involving park activities. Establishes and maintains working relationships with local and statewide groups and representatives of national organizations concerned with the actions of the National Park Service and the park. Writes and disseminates communication plans to facilitate effective internal and external communication for the park. Serves on all-risk teams under the All-Risk Incident Command System.

Qualifications

All qualifications must be met by the closing date of this announcement-03/22/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-11 grade level, you must possess one of the following minimum qualifications by close of the announcement: SPECIALIZED EXPERIENCE: At least one year of specialized experience equivalent to the GS-09 grade level in the Federal service (obtained either in the private or public sectors) which is in or related to the position to be filled and which provided the necessary knowledge, skills, abilities, and competencies to successfully perform the duties of a Public Affairs Specialist. This experience includes activities such as: using various communication methods and techniques such as written, oral and social media in directing a public affairs function or function similar for a park or organization; producing innovative communication materials and stimulating interest on the part of the park or organization concerning activities such as programs and events conducted or cosponsored by the organization; editing written materials produced by park or organization for public dissemination; making oral presentations to organizations interested in park or organizational activities and gaining cooperation in joint ventures; establishing and maintaining effective work relationships with representatives of the local, state and national media and officials of other organization and agencies in obtaining cooperation in organizational activities; collecting and analyzing views and opinions of various stakeholders in developing recommendations for stimulating interest in organizational activities. You must include hours worked per week. -OR- EDUCATION: Successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related. Such education must demonstrate the knowledge, skills, abilities and competencies necessary to do the work. You must include transcripts. -OR- A COMBINATION OF EDUCATION AND SPECIALIZED EXPERIENCE: To calculate your percentage of qualifying graduate education, divide your number of credit hours in excess of 36 semester hours by 18 semester hours or the number your school uses to represent one year of full time graduate academic study. To calculate your percentage of experience, divide your months of qualifying specialized experience by 12. Add the two percentages. They must equal at least 100% to qualify using this option. You must include a copy of your transcript(s). Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
