The primary purpose of this position is to develop, review, coordinate and execute the installation's Emergency Management (EM) program plan in support of DOD, Joint Service, Air Force, MAJCOM, Numbered Air Force, federal, state, and county plans in the area(s) of Prevention, Protection, Mitigation, Response, and Recovery.
Duties
Develops, coordinates, obtains approval, and publishes plans and procedures for implementation of installation policies and instructions relating to EM.
Conducts installation EM assessment and interprets and analyzes assessment results.
Conducts initial and recurring training for functional areas of EM.
Serves as Emergency Support Function (ESF 5), EM representative in the EOC and CBRN Control Center.

- Air Force Certified Associate Emergency Manager (AFCAEM) certification is highly desirable.
- Completion of the National Planners course is highly desirable.
- Must have successfully completed, or be able to complete within six (6) months of appointment to position, the Air Force Emergency Management Course.
- Must possess or obtain (and maintain), within six (6) months of appointment to position, hazardous materials level training certifications through International Fire Service Accreditation Congress (IFSAC) or
- Pro Board Fire Service Professional Qualifications System Awareness, Operations, and Technician to perform containment, control, detection, and identification. Proficiency in these requirements is essential to maintaining this position.
- May be required to be certified on and wear emergency protective equipment IAW DOD guidance.
- The work requires the employee to drive a motor vehicle. An appropriate, valid driver’s license will be required for the position.
- This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
- IAW, DoDI 3020-42, Defense Continuity Programs.
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- May be required to work outside normal duty hours.
- Must be able to obtain and maintain the appropriate security clearance.
- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
- Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
- A Pre-employment physical is required for this position.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Emergency Management Series 0089.
SPECIALIZED EXPERIENCE: : Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of emergency response principles, practices, procedures and regulations applicable to health, safety, security directives, and environmental requirements on a military installation and the relationship of these responsibilities to local civil emergency management programs and knowledge of CBRN defense and response procedures for natural, man-made, and technological disasters.

EDUCATION: a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., related degree from an accredited college or university. Note: You must attach a copy of your transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: Combination of specialized experience and graduate-level education may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts with your application.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of wide range of health, safety, security directives, and environmental requirements as outlined in applicable safety standards, regulations, and/or technical orders; National Disaster Recovery Framework (NDRF) plan organization, chain of command/lines of authority, and installation response roles and responsibilities; and natural disaster response procedures, training techniques, and use of specialized EM and CBRN equipment.
Knowledge of and ability to develop EM training programs and conduct training and testing.
Knowledge of EM, CBRN, and hazardous materials to develop, coordinate, and execute response plans and operations.
Skill in analyzing situations and taking appropriate emergency action.
Ability to make instant decisions and select a course of action under high stress conditions associated with emergency situations.
Ability to communicate effectively both orally and in writing to prepare and present briefings, coordinate planning efforts and manage program activities.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
