The Supervisory Program Specialist serves as the Assistant Medical Administration Officer, Patient Business Service (PBS). This position is aligned under the Chief of Patient Business Service. The incumbent is a crucial member of the Patient Business Service (PBS) staff assigned in a management capacity to implement, manage, direct, supervise and administer a variety of complex, substantive administrative and technical programs.
Duties
Duties and responsibilities include, but are not limited to:
Serves as the Deputy or Assistant Chief for Patient Business Service
Analyzes and integrates program financial, technical, procurement and scheduling information.
Gathers and analyzes data relative to costs incurred for the operation of the Patient Business Service.
Manages of all program requirement of the Ambulatory Care and Processing Section.
Analyzing, administrating, coordinating and monitoring medical administration operating programs as they relate to automated data processing.
Develops the need for and maintains an awareness of available resources, making recommendations for distribution or redistribution of these resources.
Performs data validation on a variety of processes throughout the medical center
Reviews the work of subordinates to ascertain if work produced or decisions made are consistent with current procedures and directives
Trains staff regarding operational duties, functions, and methodologies.
Develops procedures and systems for establishing, operating, and assessing the effectiveness of administrative control systems and line or operating programs, and the accomplishment, evaluation and/or monitoring of audits, inspections, or management or internal control reviews for all programs/services.
Work Schedule: Monday-Friday: 8:00am to 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/11/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Gathers and analyzes data relative to costs incurred for the operation of the Patient Business Service, to develop financial statements showing the cost effectiveness of the business operation. Reviews the work of subordinates to ascertain if work produced or decisions made are consistent with current procedures and directives. Reports findings, progress toward goals, and resolution of problems encountered and additional objectives to higher-level management. Resolves technical and administrative work problems that arise and for which no previous procedure has been developed.

Physical Requirements: The work is mostly of sedentary nature. Some walking, stooping and bending is required. The incumbent may carry files and documentation weighing up to 20 pounds from one office to another. Work is performed in a normal office setting with frequent
visits to various sections of PBS and services throughout the VAACC. Work may include contacts with patients having acute and chronic medical conditions, including psychiatric conditions
