This position is in the Agricultural Research Service (ARS), Field Organization, Plains Area (PA), National Bio and Agro-Defense Facility located in Manhattan, KS.
In this position, you will work to provide and strengthen the nation with critical capabilities to diagnose animal diseases, to conduct research and develop vaccines and other countermeasures, and to train veterinarians and other scientists in preparedness and response to disease outbreaks.
Duties
Continually monitors data feeds from the various systems, adjusting as appropriate, diagnosing issues, and taking appropriate actions.
Integrates, optimizes, and expands heating, ventilation, and air conditioning (HVAC) controls, security, lighting, and energy management systems.
Consults with control specialists, technicians, and management in order to troubleshoot and solve building system problems and work on complex building automation systems to control and maximize NBAF resources.
Troubleshoots problems with building automation systems and coordinates solutions with outside and/or in-house technicians and specialists.
Consults and collaborates with trades people and engineers on technical issues to ensure that maintenance and installations are planned efficiently and implemented effectively.
Works as part of a team in providing technical advice, guidance, and review of diagrams and drawings related to building automation work. This involves installation and operation of facility control systems and components for biocontainment units.

GS-11
Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-11 includes one year of specialized experience comparable to GS-09 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience assisting with installing and maintaining building automation control systems; troubleshooting problems with building automation systems; integrating, optimizing, or expanding systems related to heating, ventilation, and air conditioning (HVAC) controls, security, lighting, or energy management; and providing technical support to staff in regards to building automation systems.
OR
Education:A Ph.D. or equivalent doctoral degree; or completion of three (3) full years of progressively higher level graduate education leading to such a degree or LL.M, if related. Related degrees must demonstrate the knowledge, skills, and abilities necessary to perform job.
OR
A combination of doctorate level education and specialized experience as describe above.
Physical Demands
The majority of time is spent focusing on data feeds. Physical activity includes long periods of standing, bending, reaching, climbing ladders, crawling, and the movement and placement of equipment and objects up to 50 pounds with the appropriate support. The incumbent engages in performing systems inspections of various types including general offices, laboratories, and animal facilities.
Working Environment
Work is performed in offices, laboratories, attics, mechanical and electrical rooms, and IT closets. Occasional exposure to dust, strong odors, fumes, chemical or exhaust, risks and hazards of harmful biological, chemical, and physical agents is possible and may require the use of special safety precautions and Personal Protective Equipment (PPE, such as respirators, disposable personal protective clothing, and eye protection. Immunization against a number of disease agents may be required. A degree of potential risk is involved due to biohazard laboratories. High levels of noise and vibration, grease, electrical hazards, moving parts of machinery or outdoor conditions involving exposure to hot/cold weather. The environment requires staying alert and taking special safety precautions including wearing of special protective clothing like hard hat, gloves and safety shoes.
The health status of personnel is monitored periodically using biologic and serologic test and physical examinations.
