About the Position: Serves as the Equal Employment Manager (EEM) with full authority to plan, organize, direct, staff, carry out, review, and evaluate a management oriented affirmative employment program designed to assist management in accomplishing its mission at the operating level. With 36 congressional districts, Thule Airbase projects, and 5 Unions representing WG / GS employees, our EEO Manager will work in a highly complex environment.

Duties

Through analysis of management practices, organizational structures, employment patterns, lines of progression, determines EEO problem areas/barriers. Develops policies and procedures for the overall EEO program which includes Army Special Emphasis Programs (SEPs), EEO counseling, complaints administration, and related training services. Evaluates and prepares written analysis/briefings on the effectiveness of EEO program activities. Ensures actions are taken to eliminate underrepresentation by monitoring selections and establishing programs (in conjunction with the Civilian Personnel Office) which will obtain goals and objectives established in the plan. Provides assistance in developing EEO critical elements of performance standards in assuring appropriateness of ratings rendered in that element. Administers Command Climate Survey on behalf of District Commander. Directs performance of SEPs. Supervises program managers (full-time and/or collateral) performance of program responsibilities. Conceives methods to eliminate problems and/or overcome barriers, and personally monitors progress toward that end. Ensures all requirements for pre complaint counseling and complaints processing are fulfilled in compliance with regulations and with full coordination with appropriate staff elements (e.g., with Legal Counsel and CPO). Develops preventive strategies to include training on improved management practices, affirmative action initiatives, modified personnel policies and procedures, etc. Plans, develops, and presents equal employment opportunity training for supervisory development, employee orientation, and counselor training. Develops and promotes EEO program publicity and reference materials. Attends and conducts meetings with Divisions/Branches and community organizations to improve EEO relationships and interface with the applicant population. Accepts, amends, or rejects work, evaluates performance; and advises on work and administrative matters. Determines the need for program resources, to include personnel, money, equipment, etc., and initiates action to obtain resources.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • National Agency Check with Inquiries (NACI) is required.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Specialized experience must be clearly evident in your resume. GS-12: Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
