You will serve as a PROGRAM ANALYST in the WEIGHT HANDLING EQUIPMENT (WHE) COORDINATION BRANCH of the TRANSPORTATION PRODUCT LINE of NAVFAC ENGINEERING CMD MID-ATLANTIC.

Duties

You will develop pertinent factual data analysis and revision of guideline materials to WHE program as complete functions or processes. You will develop and/or collect all data necessary to meet program needs and execution objectives for all weight handling programs. You will conduct on-site review of the operations for WHE programs. You will be responsible for obtaining pertinent information about designated areas of operations and recommends specific action to the WHE Coordinator concerning aspects of program operations that deviate from standards. You will monitor the performance of the WHE programs in accomplishing budgetary objectives, cost and revenue targets, actual direct labor vice projected hours using sophisticated software and reporting programs. You will develop economic analysis of any/all WHE equipment used or required by the WHE program.

  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • May be designated as Essential personnel and required to report for duty or held in a duty status to provide support before, during and/or after special emergency situations.
  • This is a bargaining unit position.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Working knowledge and experience in MAXIMO or similar computer software for purchase orders and for pulling reports. 2) Skilled in use of Excel spreadsheets and analyzing data. 3) Experience in customer service. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Successful completion of Ph.D. or equivalent doctoral degree;

OR

Successful completion of 3 full years of progressively higher level graduate education leading to such a degree;

OR

Possession of an LL.M., if related

OR

A combination of experience and graduate education as described above that equates to one year of experience.
