Duties

Serving as a Environmental Protection Specialist GS-0028-12/13 makes you a valuable member of the Federal Law Enforcement Training Centers (FLETC) team and mission. This position is located in the Artesia Administrative Division (AAD) within the Mission and Readiness Support Directorate (MRSD) which is located in Glynco, Georgia. This position is physically located in Artesia, New Mexico (FLETC-Artesia). The primary purpose of this position is. Responsible for planning and developing policy and procedures for the administration of a complex and large-scale environmental program. Reviews non-environmental FLETC-Artesia contract scopes of work and provides feedback to other disciplines (i.e., engineering) on potential environmental compliance issues relative to proposed work. Inspections are performed in all industrial, training, and office environments annually.

  • This position is Emergency Essential and required to sustain FLETC’s operations under all conditions, e. g., in the event of a localized emergency situation, such as inclement weather, interruptions to power, or closure of DHS operations or services.
  • Required to complete an OGE 450, Confidential Financial Disclosure Report, within 30 days of starting your federal employment and annually thereafter as long as you occupy a position that requires financial.
  • Must be able to meet job-related medical and/or fitness standards. Subject to an initial and annual physical examination that measures visual, hearing, and physical acuity.
  • Must be able to obtain and maintain Hazardous Waste Management Certification.
  • Must be able to obtain and maintain Hazardous Materials Handling Certification DOT 49 CFR - (Nos. 1 and 2 are annual requirements for manifest signature authority and hazardous waste handling).
  • Must be able to obtain and maintain Hazardous Waste Operations Emergency Response (HAZWOPER) Certification - (Annual training for spill response emergencies).
  • Must be able to obtain and maintain Federal Acquisition Certification - Contracting Officer Representative (FAC- COR) Level II certification. Must be able to obtain and maintain FAC-COR Level III certification.

GS-12 Specialized Experience: You qualify for the GS-12 grade level if you possess one year of specialized experience, equivalent to the GS-11 grade level in the Federal government, performing duties such as: directing, evaluating, and formulating plans and policies for a large scale, complex environmental and safety/occupational health program that encompasses environmental protection related to noise hazards and lead exposure hazards, motor vehicle maintenance/repair facilities, and hazardous materials storage/management including explosives and/or construction. GS-13 Specialized Experience: You qualify for the GS-13 grade level if you possess one year of specialized experience, equivalent to the GS-12 grade level in the Federal government, performing duties such as: directing, evaluating, and formulating plans and policies for a large scale, complex environmental and safety/occupational health program that encompasses environmental protection related to noise hazards and lead exposure hazards, motor vehicle maintenance/repair facilities, and hazardous materials storage/management including explosives and/or construction. All requirements must be met by the closing date of the announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Work Environment: Work is performed in an office setting and in the field. There is regular and recurring exposure to moderate discomforts and unpleasantness such as high noise levels, operating machinery, high temperatures, wet conditions and irritants, hazardous materials to include chemicals, flammable liquids, explosive storage areas, acid fumes, compressed gases of a dangerous nature, and toxic waste, construction hazards, and hazards associated with indoor weapons firing ranges. Some activities may require wear of personal protective equipment which is hot, bulky, and uncomfortable. Physical Demands: Work within the office is sedentary; however, must be mobile and agile in order to physically perform inspections of both indoor and outdoor areas. Such inspections could involve crawling around, over, and under equipment, exposure to excessive heat or cold, and/or exposure to unsafe/unhealthy conditions. Must be able and willing to travel. Required to monitor training exercises involving automobiles operating at high speeds and performing intricate maneuvers. The requirements of the environmental specialist's function require a substantial amount of physical effort, especially when performing collateral safety duties. Must be available for off-duty responses to emergencies and unusual circumstances when necessary.
