You will serve as a IT Specialist (PLCY/PLN) for HEADQUARTERS US INDO-PACIFIC COMMAND.

Duties

You will serve as the Chief of IT Services for the Resource Management office, IT Services Division, Command, Control, Communications and Cyber Directorate, for the United States Indo-Pacific Command (USINDOPACOM). You will oversee and facilitate the development and documentation of IT Services Division budgetary forecasts. You will manage labor and maintenance contracts, including preparing statements of work, performance work statements, and sole source justification letters. You will develop, implement, and oversee the asset/inventory management program. You will oversee policy implementation, planning, execution, and management within the IT Services Division. You will provide guidance to Project Managers ensuring all project resource documents are current.

  • You will be required to obtain and maintain a U.S. Passport.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.

Qualifications

Your resume must demonstrate at least one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. In addition to your experience demonstrating the four competencies above, your resume must demonstrate one year of specialized experience equivalent to the next lower grade level GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying an expertise in Project Management principles, techniques, and methods to lead an organization's IT resource management; 2) Providing systems administration and evaluation of computer networks including multi-disciplined targeting/intelligence automated systems; 3) Managing all phases of budget forecasting, planning, and execution for the purchase of IT services and equipment for an organization; 4) Developing IT asset management processes and managing the procurement of IT products or services for an organization; 5) Coordinating with operational personnel by identifying needs and capabilities and translating them into automated standard specifications; and 6) Training and educating staff on various system applications.
