This position will be serving as the Domain/Learning Manager (DM/LM) for the Department of Veterans' Affairs' Talent Management System (TMS). TMS is a national program providing a single portal of access to all online educational programs, and the method by which all employees' training, both external to the VA and internal to the VA, will be recorded and tracked.
Duties
Duties consist of the following, but are not limited to:
Serves as the facility level Domain Manager.
The Domain Manager will be responsible for providing advice, guidance and training to the service level TMS coordinators and is the primary contact and advocate for TMS.
Prepares reports as required for the facility to respond to medical center suspense, track compliance with National and local mandatory training Link education curriculum with medical center mission and strategic directives.
Play a key role in ensuring that mandated education and training is tracked and reported to the Supervisory Healthcare Education Manager, Designated Learning Officer (DLO) and medical center leadership.
Provides guidance to service level TMS Administrators on how they can assist users logging with the TMS program.
The Domain Manager will build in the local mandatory training courses to meet Joint Commission, Program, VISN, and local training for employees in the targeted occupations/positions.
Create/manage TMS accounts for non-employees as appropriate.
Provides technical assistance and guidance to all VACHS designated TMS administrators.
Troubleshoots issues with all local users, and with national LMS administrators and Technology Management Staff.
Responsible for training and assisting designated TMS Administrators and leadership in report functions.
Responsible for troubleshooting both typical and complex problems with the employee interface of the TMS.
Creates and maintains mandatory education assignment profiles on all staff/student job positions, and assigns accordingly in the TMS.
Trains or ensures local TMS administrators, specialty representatives, employees, staff, and supervisors are trained on TMS user interface.
Evaluates TMS education/training programs and advises required changes, improvements or submits recommendations for change. Implements.
Participates substantially in coursework development or modification, and develops complete, full- length courses in well-established areas of a subject matter field.
The incumbent instructs TMS courses in a Program of Instruction using positive reinforcement methods.
Performs work associated with the evaluation of TMS courses in training programs.
Independently evaluates TMS courses, planning and conducting validity and reliability studies to analyze effectiveness of online TMS evaluations.
Receives visitors at the Education center and provides support addressing telephone calls for the center and the education manager.
Provides support in problem solving when required at the Education Center in matters related to center administration, service delays, and education center reservations among some.
Coordinates with FMS the maintenance and cleaning of all areas and rooms assigned to the education center.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/08/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Preferred Experience:
Incumbent must be thoroughly knowledgeable with navigating in a web-based environment in order to instruct others in all the functions of the TMS system and to troubleshoot user problems identified by users, including service level TMS administrators.
Knowledge of national VA Employee Education System (VA EES) programs offered through the VA TMS catalogs, and knowledge of how to search to find a variety of both VA mandatory and optional online courses, and other courses, in order to assist VACHS employees and TMS Administrators access these education sources.
Expert knowledge in order to instruct others and troubleshoot user problems in accessing and launching online courses.
The incumbent must have the skills to communicate effectively both orally and in writing to elicit cooperation from individuals and groups from a wide variety of education, professional, social levels and from various cultural backgrounds.
Excellent inter-personal skills in order to present educational programs to diverse audiences and communicate the annual TMS learning plans to facility staff that foster participation and timely completion of required educational programming.
Knowledge and ability to assess, plan, implement, and evaluate multiple education programs in electronic and instructor-led modalities to meet learning needs and achieve desired outcomes. The incumbent has knowledge of group dynamics, adult learning principles, and instructional design to effectively conduct meetings and direct activities of staff attending educational offerings in multiple locations.

Education: Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled.

Specialized Experience: Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include:
Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).
Supervising or administering a training program.
Development or review of training/course materials, aids, devices, etc., and evaluation of training results.
Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Perform duties using Microsoft (MS) Outlook, MS Word, MS PowerPoint, and MS Excel; Instruct others in all the functions of the TMS system and to troubleshoot user problems; Instruct others and troubleshoot user problems in accessing and launching online courses; Use LEARNING CONTENT MANAGEMENT SYSTEM (LCMS) to create, modify, edit, and enhance training material and prepare material to be published to the intranet; Assess, plan, implement, and evaluate multiple education programs; Conduct meetings and direct activities of staff attending educational offerings; Serves as the facility level TMS Domain Manager; Experience in a large medical facility, that demonstrates the capability to program, monitor and oversee all national educational requirements for the organization.
